A JOINT RESOLUTION

 

1Proposing an amendment to the Constitution of the Commonwealth
2of Pennsylvania, further providing for public school system
3by prohibiting certain strikes and lockouts.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby resolves as follows:

6Section 1. The following amendment to the Constitution of
7Pennsylvania is proposed in accordance with Article XI:

8That section 14 of Article III be amended to read:

9§ 14. Public school system.

10The General Assembly shall provide for the maintenance and
11support of a thorough and efficient system of public education
12to serve the needs of the Commonwealth and shall not provide for 
13any lawful strike or lockout of employees of public education.

14Section 2. (a) Upon the first passage by the General
15Assembly of this proposed constitutional amendment, the
16Secretary of the Commonwealth shall proceed immediately to
17comply with the advertising requirements of section 1 of Article
18XI of the Constitution of Pennsylvania and shall transmit the

1required advertisements to two newspapers in every county in
2which such newspapers are published in sufficient time after
3passage of this proposed constitutional amendment.

4(b) Upon the second passage by the General Assembly of this
5proposed constitutional amendment, the Secretary of the
6Commonwealth shall proceed immediately to comply with the
7advertising requirements of section 1 of Article XI of the
8Constitution of Pennsylvania and shall transmit the required
9advertisements to two newspapers in every county in which such
10newspapers are published in sufficient time after passage of
11this proposed constitutional amendment. The Secretary of the
12Commonwealth shall submit this proposed constitutional amendment
13to the qualified electors of this Commonwealth at the first
14primary, general or municipal election which meets the
15requirements of and is in conformance with section 1 of Article
16XI of the Constitution of Pennsylvania and which occurs at least
17three months after the proposed constitutional amendment is
18passed by the General Assembly.
