a postsecondary education through its administration of the
PHEAA grant program.

(2) The income limits for the agency's student financial

precludes many middle income students from the opportunity of
receiving a State grant to pursue their postsecondary
endeavors.

(3) With the cost of higher education increasing,
financial aid should be expanded to reduce debt on middle
income students.

(4) It is the intent of this General Assembly and the
purpose of this act to establish a targeted State grant
program to assist the Commonwealth's students from middle-
income families and give them the opportunity to continue
their program of self-improvement in an approved institution
of higher education of their choice.

(5) The grant program created shall augment and not
