AN ACT

 

1Designating each of the bridges that carry Lincoln Highway over
2Electric Avenue, in North Braddock Borough, Allegheny County,
3State Bridge No. 02 0030 0230 0001 and State Bridge No. 02
40030 0231 0000, as the AMVETS Memorial Bridge<-; designating a 
5portion of Pennsylvania Route 662 in Ruscombmanor Township, 
6Berks County, as the Chief Warrant Officer 2 Jarett M. Yoder 
7Highway; designating a certain interchange in Greene County 
8as the Sergeant Michael Todd May, Monongalia County Sheriff's 
9Department, West Virginia, Interchange; and designating the 
10Murtland Avenue Exit from Interstates 79 and 70 onto State 
11Route 19 in Washington, Washington County, as the Lance 
12Corporal Ryan J. Kovacicek, USMC, Exit.

13The General Assembly of the Commonwealth of Pennsylvania
14hereby enacts as follows:

15Section 1. AMVETS Memorial Bridge.

16(a) Declaration of policy.--The General Assembly finds and
17declares as follows:

18(1) The North Braddock AMVETS Post 60 was granted a
19national charter by an act of Congress in February of 1946.

20(2) Throughout the years, AMVETS Post 60 has been
21actively involved in and around the local community. AMVETS 
22Post 60 was a cosponsor of the annual community Memorial Day
 

1parade, which started in the late 1940's and lasted until the 
2early 1970's. Local fire departments, marching bands and Boy 
3Scouts and Girl Scouts participated in the parade.

4(3) AMVETS Post 60 helped sponsor the local little
5league, pony league and Boy Scouts and supported the local
6volunteer fire departments, EMS services and police
7departments.

8(4) In the late 1970's AMVETS Post 60 took the lead in
9restarting Memorial Day observances with other veterans'
10organizations, and for the past 26 years has watched
11community involvement grow.

12(5) Since November of 2008, AMVETS Post 60 has been
13holding a Veterans Day flag burning memorial service where
14American Flags are properly disposed of.

15(6) AMVETS Post 60 in North Braddock continues to serve
16veterans and its community by offering a helping hand when
17the need arises.

18(b) Designation.--The bridges that carry Lincoln Highway
19over Electric Avenue, in North Braddock Borough, Allegheny
20County, State Bridge No. 02 0030 0230 0001 and State Bridge No.
2102 0030 0231 0000, are each hereby designated the AMVETS
22Memorial Bridge.

23(c) Signs.--The Department of Transportation shall erect and
24maintain appropriate signs displaying the name of the bridges to
25traffic in both directions on the bridges.

<-26Section 2. Effective date.

27This act shall take effect in 60 days.

<-28Section 2. Jarett M. Yoder Highway.

29(a) Findings.--

30(1) Jarett M. Yoder was born in Reading on November 10,

11986. He was a 2005 graduate of Oley Valley High School,
2where he was an accomplished athlete in multiple sports. Upon
3graduating, he enlisted in the Pennsylvania National Guard
4and was deployed to the Republic of Iraq as part of Operation
5Iraqi Freedom in 2008 as a member of C Company, 1-111th
6Infantry Regiment, 56th Stryker Brigade. After his return in
72012, Jarett realized his lifelong dream by earning his wings
8at Army aviation school.

9(2) Chief Warrant Officer 2 Yoder was killed on April 9,
102013, in Nangarhar province, Islamic Republic of Afghanistan,
11when the AH-64 Apache helicopter he copiloted crashed from an
12undetermined cause during an aerial reconnaissance while he
13was deployed with Bravo Company, 1-104th Attack
14Reconnaissance Battalion, Pennsylvania Army National Guard as
15part of Operation Enduring Freedom.

16(3) Chief Warrant Officer 2 Yoder was posthumously
17awarded the Bronze Star Medal, Air Medal and NATO Medal for
18his service in Afghanistan. In addition, he was awarded the
19Combat Infantryman Badge, Combat Action Badge, the

20Afghanistan Campaign Medal with one bronze star and the Iraq
21Campaign Medal with one bronze star.

22(4) Chief Warrant Officer 2 Yoder, the husband of
23Heather L. Garay-Yoder, whom he married shortly before his
24deployment to Afghanistan, and the son of Diane C. and Gary
25L. Yoder, demonstrated his courageous commitment to family
26and country at the time of his death.

27(b) Designation.--The section of Pennsylvania Route 662 in
28Ruscombmanor Township between the township border with the
29Borough of Fleetwood and the township border with Oley Township
30is hereby designated the Chief Warrant Officer 2 Jarett M. Yoder

1Highway.

2(c) Signs.--The Department of Transportation shall erect and
3maintain appropriate signs displaying the name of the highway to
4traffic in both directions on the highway.

5Section 3. The Sergeant Michael Todd May, Monongalia County
6Sheriff's Department, West Virginia, Interchange.

7(a) Findings.--The General Assembly finds and declares as
8follows:

9(1) Sgt. Michael Todd May, a ten-year veteran of the 
10Monongalia County Sheriff's Department, was killed in the 
11line of duty in the early hours of Saturday, February 18, 
122012.

13(2) Sgt. May was killed while involved in a vehicle
14pursuit that had crossed over the West Virginia/Pennsylvania
15State line.

16(3) The driver of the vehicle rammed Sgt. May's patrol
17car as he waited in the median for the pursuit to reach his
18location.

19(4) The driver was convicted of third degree murder,
20homicide by vehicle, homicide by vehicle while driving under
21the influence and multiple other counts.

22(5) Sgt. May was born in Morgantown, West Virginia, on 
23April 2, 1970.

24(6) Sgt. May was a 1988 graduate of Morgantown High
25School and attended Fairmont State University, where he
26pursued a degree in criminal justice.

27(7) After college, Sgt. May graduated from the West
28Virginia State Police Academy.

29(8) Sgt. May was employed for a short time with the
30Berkeley County Sheriff's Department and then began his

1career with the Monongalia County Sheriff's Department, where
2he was a lead on the SWAT team.

3(9) Sgt. May also worked at the Eastern Regional
4Corrections Facility and was a member of the Tau Kappa
5Epsilon fraternity.

6(10) Moreover, Sgt. May served as president of the
7Monongalia County Sheriff's Association.

8(11) Sgt. May is survived by his wife, Renee; his
9parents, Franklin and Catherine May; his brother, Frankie
10May; his niece and nephew, Canon and Bryiar May; his aunts
11and uncles; and several cousins.

12(b) Designation.--The interchange of Interstate 79 at Mount
13Morris in Greene County is hereby designated the Sgt. Michael
14Todd May, Monongalia County Sheriff's Department, West Virginia,
15Interchange.

16(c) Signs.--The Department of Transportation shall install,
17where it deems feasible, the appropriate markers designating
18this interchange as the Sgt. Michael Todd May, Monongalia County

19Sheriff's Department, West Virginia, Interchange.

20Section 4. The Lance Corporal Ryan J. Kovacicek, USMC, Exit.

21(a) Findings and declaration.--The General Assembly finds
22and declares as follows:

23(1) Lance Corporal Ryan J. Kovacicek served during
24Operation Iraqi Freedom. He was assigned to the 3rd
25Battalion, 25th Marine Regiment, 4th Marine Division, Marine
26Corps Reserve, Moundsville, West Virginia, attached to
27Regimental Combat Team 2, 2nd Marine Division, II Marine
28Expeditionary Force (Forward).

29(2) Lance Corporal Kovacicek died on July 10, 2005,
30while conducting combat operations in Hit, Iraq.

1(b) Designation.--The Murtland Avenue Exit from Interstates
279 and 70 onto State Route 19 in Washington, Washington County,
3is hereby designated as the Lance Corporal Ryan J. Kovacicek,
4USMC, Exit.

5(c) Signs.--The Department of Transportation shall erect and
6maintain appropriate signs to indicate the designation under
7subsection (a).

8Section 5. Effective date.

9This act shall take effect as follows:

10(1) the following provisions shall take effect
11immediately:

12(i) Section 2.

13(ii) This section.

14(2) The remainder of this act shall take effect in 60
15days.
