AN ACT

 

1Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2Statutes, providing for a bullying awareness and prevention
3registration plate; establishing the Bullying Awareness and
4Prevention Fund; and further providing for payments to
5special funds.

6The General Assembly of the Commonwealth of Pennsylvania
7hereby enacts as follows:

8Section 1. Title 75 of the Pennsylvania Consolidated
9Statutes is amended by adding a section to read:

10§ 1358.1. Bullying awareness and prevention plate.

11The department, in consultation with the Office for Safe
12Schools within the Department of Education, shall design and
13produce a bullying awareness and prevention special registration
14plate. Upon application by any person, accompanied by a $35 fee
15which shall be in addition to the annual registration fee, the
16department shall issue the plate for a passenger car<-, trailer or
17truck with a registered gross weight not exceeding 14,000 pounds 
<-18or a motor home. The Bullying Awareness and Prevention Fund

1shall receive $15 of the fee paid by the applicant for the
2plate.

3Section 2. Section 1905 of Title 75 is amended by adding a
4subsection to read:

5§ 1905. Payments to special funds.

7(d) Bullying Awareness and Prevention Fund.--Fifteen dollars
8of each fee received under section 1358.1 (relating to bullying
9awareness and prevention plate) shall be credited to the
10Bullying Awareness and Prevention Fund, established as follows:

11(1) There is hereby established a special account in the
12State Treasury, which shall be known as the Bullying
13Awareness and Prevention Fund. The purpose of the Bullying
14Awareness and Prevention Fund is to provide moneys for an
15ongoing program to raise awareness of and prevent bullying.

16(2) All moneys in the Bullying Awareness and Prevention
17Fund are hereby annually appropriated to the Office for Safe
18Schools within the Department of Education and may be
19expended for the purposes authorized under this subsection.

20(3) Estimates of amounts to be expended under this
21subsection shall be submitted to the Governor by the <-Office
22for Safe Schools <-Department of Education for approval by the
23Governor.

24(4) The State Treasurer shall not honor any requisition
25for expenditures by the <-Office for Safe Schools Department of
26Education in excess of estimates approved by the Governor or
27in excess of the amount available for the purposes for which
28the requisition was made, whichever is the lesser amount.

29Section 3. This act shall take effect in 60 days.
