2Consolidated Statutes, further providing for changes in 
3assessed valuation.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:

6Section 1. Section 8817(a) of Title 53 of the Pennsylvania
7Consolidated Statutes is amended to read:

8§ 8817. Changes in assessed valuation.

9(a) General rule.--In addition to other authorization
10provided in this chapter, the assessors may change the assessed
11valuation on real property when a parcel of land is subdivided
12into smaller parcels or when [improvements are made to real
13property or] existing improvements are removed from real
14property or are destroyed. The recording of a subdivision plan
15shall not constitute grounds for assessment increases until lots
16are sold or improvements are installed. The painting of a
17building or the normal regular repairs to a building aggregating
18$2,500 or less in value annually shall not be deemed cause for a

1change in valuation.
