1Providing for a voluntary contribution system to aid in the
2preservation of the Pennsylvania State Memorial and other
3sites at the Gettysburg National Military Park.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:

6Section 1. Voluntary contribution system.

7(a) Designation.--The Department of Revenue shall provide a
8space on the face of the Pennsylvania individual income tax
9return form whereby an individual may voluntarily designate a
10contribution of any amount desired for the preservation of the
11Pennsylvania State Memorial at Gettysburg National Military
12Park, all monuments to Pennsylvania regiments on the Gettysburg
13battlefield and the preservation of the battlefield positions
14those units defended in 1863.

15(b) Deduction from refund.--The amount so designated by an
16individual on the income tax return form shall be deducted from
17the tax refund to which such individual is entitled and shall

1not constitute a charge against the income tax revenues due the
2Commonwealth.

3(c) Fund created.--There is created a special restricted
4receipts account in the General Fund known as the National Parks
5Trust Account.

6(d) Transfers of funds.--The Department of Revenue shall
7determine annually the total amount designated pursuant to this
8section, less reasonable administrative costs, and shall report
9such amount to the State Treasurer, who shall transfer such
10amount from the General Fund to the National Parks Trust
11Account.

12Section 2. Effective date.

13This act shall take effect in 60 days.
