AN ACT

 

1Amending the act of February 22, 1855 (P.L.46, No.50), entitled
2"An act to incorporate the Farmers' High School of
3Pennsylvania," further providing for management by board of
4trustees.

5The General Assembly of the Commonwealth of Pennsylvania
6hereby enacts as follows:

7Section 1.  Section 2 of the act of February 22, 1855
8(P.L.46, No.50), entitled "An act to incorporate the Farmers'
9High School of Pennsylvania," is amended to read:

10Section 2.  Management by board of trustees

11(a)  The said institution shall be under the management and
12government of a board of trustees[, of whom there shall be
13thirteen, and seven of whom shall be a quorum, competent to
14perform the duties hereinafter authorized and required.] that 
15shall be comprised of a total of twenty-two trustees, which 
16shall include eighteen voting trustees, three voting trustees ex 
17officio and one nonvoting trustee ex officio.

18(1)  The composition of said board shall reflect the overall

1interests and expertise of the following officials and entities:

2(i)  The Governor, who shall be the nonvoting trustee ex
3officio.

4(ii)  The Secretary of Agriculture.

5(iii)  The Secretary of Conservation and Natural Resources.

6(iv)  The Secretary of Education.

7(v)  The Pennsylvania State University alumni.

8(vi)  Pennsylvania county agricultural societies.

9(vii)  Pennsylvania business and industry groups.

10(2)  Business and industry trustees shall only be elected by
11members of geographically dispersed Pennsylvania business and
12industry associations; at least two of these trustees shall
13represent the fields of engineering, mining, manufacturing and
14architecture.

15(3)  Prospective members of the board of trustees who shall
16represent the interests and expertise of school alumni,
17agriculture and business and industry shall only be elected by
18the following entities:

19(i)  The Pennsylvania State University alumni.

20(ii)  Pennsylvania county agriculture societies.

21(iii)  Pennsylvania business and industry groups.

22(4)  A simple majority of the voting members of the board of
23trustees shall constitute a quorum and is required prior to any
24official action to be taken by the board.

25(5)  Members of the board of trustees shall either be elected
26or appointed for a term of three years. No member shall serve
27more than an aggregate limit of nine years on the board of
28trustees during the course of his lifetime.

29(b)  The provisions of this section shall be applicable to
30both current and prospective members of The Pennsylvania State

1University board of trustees.

2Section 2.  This act shall take effect in 60 days.
