1Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2Statutes, <-providing for biennial registration of certain 
3vehicles; and further providing for annual registration fees, 
4for passenger cars and for trucks and truck tractors <-in 
5registration of vehicles, further providing for period of 
6registration and for display of registration plate; and in 
7fees, further providing for annual registration fees.

8The General Assembly of the Commonwealth of Pennsylvania
9hereby enacts as follows:

<-10Section 1. Title 75 of the Pennsylvania Consolidated
11Statutes is amended by adding a section to read:

12§ 1307.2. Biennial registration of certain vehicles.

13The department may establish a system for renewing the
14vehicle registration of passenger cars, Class 1 trucks and Class
152 trucks on a biennial basis to owners and lessees of the
16vehicles and may promulgate rules and regulations to implement
17the system.

18Section 2. Sections 1911(a) and 1912 of Title 75 are amended
19to read:

1§ 1911. Annual and biennial registration fees.

2(a) General rule.--An annual or optional biennial fee for
3the registration of vehicles as provided in Chapter 13 (relating
4to the registration of vehicles) shall be charged by the
5department as provided in this title.

7§ 1912. Passenger cars.

8(a) General rule.--The annual fee for registration of a
9passenger car shall be $36.

10(b) Optional biennial registration.--A vehicle may be
11registered for a period of two years upon payment by the
12registrant of the applicable fee of $72.

13Section 3. Section 1916 of Title 75 is amended by adding a
14subsection to read:

15§ 1916. Trucks and truck tractors.

17(c) Optional biennial registration.--A vehicle designated
18Class 1 or Class 2 under this section may be registered for a
19period of two years upon payment by the registrant of the
20applicable fee of $117 for Class 1 and $162 for Class 2.

21Section 4. This act shall take effect in 180 days.

<-22Section 1. Sections 1307 and 1332 of Title 75 of the
23Pennsylvania Consolidated Statutes are amended by adding
24subsections to read:

25§ 1307. Period of registration.

27(g) Optional biennial registration.--Upon application on a
28form prescribed by the department, the owner or lessee of a
29motor vehicle, except those registered under the International
30Registration Plan and those with a seasonal registration or a

1circus or carnival plate, may elect to pay annual registration
2fees for a two-year period.

3§ 1332. Display of registration plate.

5(d) Validating registration stickers.--Validating
6registration stickers shall no longer be issued or required to
7be displayed.

8Section 2. Section 1911 heading and (a) of Title 75 are
9amended to read:

10§ 1911. [Annual registration] Registration fees.

11(a) General rule.--[An annual] A fee for the registration of
12vehicles as provided in Chapter 13 (relating to the registration
13of vehicles) shall be charged by the department as provided in
14this title.
