| A RESOLUTION |
| |
1 | Adopting a temporary rule of the Senate relating solely to |
2 | amendments to the General Appropriation Bill and other |
3 | appropriation bills for the fiscal year beginning July 1, |
4 | 2012, including any amendments offered to or for supplemental |
5 | appropriations for prior fiscal years. |
6 | RESOLVED, That the Senate adopt a temporary rule to read: |
7 | TEMPORARY RULE |
8 | I. Budget Amendments on Senate Floor |
9 | 1. Floor amendments to the General Appropriation Bill or |
10 | other General Fund or special fund appropriation bills for the |
11 | fiscal year commencing July 1, 2012, or for any prior fiscal |
12 | year, shall be in order on second consideration only. |
13 | 2. Any amendment offered on the floor of the Senate to the |
14 | General Appropriation Bill or other General Fund or special fund |
15 | appropriation bills or other budget implementing legislation |
16 | (which collectively comprises and shall be referred to as the |
17 | 2012-2013 Budget) that proposes spending from the General Fund |
18 | or any special fund for the Commonwealth 2012-2013 fiscal year, |
19 | or any prior fiscal year, at a level different from the amount |
20 | contained in the 2012-2013 Budget as reported from the |

1 | Appropriations Committee shall not be in order and may not be |
2 | considered unless the amendment, or any "statement of intent" |
3 | appended thereto, contains sufficient revisions or reductions to |
4 | the 2012-2013 Budget so that the amendment yields a balanced |
5 | budget based on current and projected revenues. Where a proposed |
6 | alteration in the General Appropriation Bill is balanced, in |
7 | whole or in part, by a change in other appropriation bills or |
8 | other budget implementing legislation, the amendment shall have |
9 | appended thereto a "statement of intent" setting forth the |
10 | proposed adjustment to the other appropriation bill or bills |
11 | that will result in no net increase in the total spending from |
12 | the General Fund or any special fund contained within the |
13 | 2012-2013 Budget as reported from the Appropriations Committee. |
14 | 3. For the purpose of this temporary rule, the Legislative |
15 | Reference Bureau, in drafting any amendment to the General |
16 | Appropriation Bill or any other appropriation bill, shall append |
17 | the "statement of intent" required for a proposal which involves |
18 | more than one bill. |
19 | 4. Any amendment offered on the floor of the Senate |
20 | proposing to make reductions in the following appropriations |
21 | shall be out of order unless the amendment provides for a |
22 | revision not contrary to the statutes governing such programs: |
23 | (a) Medical assistance outpatient. |
24 | (b) Medical assistance inpatient. |
25 | (c) Medical assistance capitation. |
26 | (d) Long-term care. |
27 | (e) Supplemental Security Income - aged, blind, disabled. |
28 | (f) School employees' retirement. |
29 | (g) Transfer to Commonwealth Financing Agency. |
30 | II. Amendments in Appropriations Committee |

1 | 1. Any amendment offered in the Appropriations Committee to |
2 | the General Appropriation Bill proposing to make reductions in |
3 | the following appropriations shall be out of order unless the |
4 | amendment provides for a revision not contrary to the statutes |
5 | governing such programs: |
6 | (a) Medical assistance outpatient. |
7 | (b) Medical assistance inpatient. |
8 | (c) Medical assistance capitation. |
9 | (d) Long-term care. |
10 | (e) Supplemental Security Income - aged, blind, disabled. |
11 | (f) School employees' retirement. |
12 | (g) Transfer to Commonwealth Financing Agency. |
13 | III. Suspension |
14 | This temporary rule may be temporarily suspended only by a |
15 | vote of the majority of the members elected to the Senate. |
16 | IV. Expiration |
17 | This temporary rule shall expire upon the enactment of a |
18 | General Appropriation Act for the fiscal year beginning July 1, |
19 | 2012. |
