| A CONCURRENT RESOLUTION |
| |
1 | Establishing a commission to study the Commonwealth's fragmented |
2 | system of local governance and identify methods to promote |
3 | more regional collaboration in the delivery of municipal |
4 | services and the execution of local government. |
5 | RESOLVED (the House of Representatives concurring), That the |
6 | General Assembly, in response to the recommendations of the 2007 |
7 | Brookings Institution Report, Committing to Prosperity: Moving |
8 | Forward on the Agenda to Renew Pennsylvania, and the |
9 | recommendations of the 2007 Pennsylvania Economy League Report, |
10 | Structuring Healthy Communities, direct the Majority Leader of |
11 | the Senate and the Majority Leader of the House of |
12 | Representatives to appoint a commission to study the |
13 | Commonwealth's system of local governance and identify methods |
14 | to promote more regional collaboration in the delivery of |
15 | municipal services and the execution of local government; and be |
16 | it further |
17 | RESOLVED, That the membership of the commission be: |
18 | (1) The Deputy Secretary for Community Affairs and |
19 | Development, Pennsylvania Department of Community and |

1 | Economic Development, who shall serve as chairperson. |
2 | (2) The chairperson and minority chairperson of the |
3 | Local Government Committee of the Senate or their designees. |
4 | (3) The chairperson and minority chairperson of the |
5 | Local Government Committee of the House of Representatives or |
6 | their designees. |
7 | (4) One member of the Senate appointed by the Majority |
8 | Leader of the Senate. |
9 | (5) One member of the Senate appointed by the Minority |
10 | Leader of the Senate. |
11 | (6) One member of the House of Representatives appointed |
12 | by the Majority Leader of the House of Representatives. |
13 | (7) One member of the House of Representatives appointed |
14 | by the Minority Leader of the House of Representatives. |
15 | (8) Members appointed as follows: |
16 | (i) A representative of the Pennsylvania Economy |
17 | League, appointed from a list submitted by the league to |
18 | the Speaker of the House of Representatives. |
19 | (ii) A representative of the Council of State |
20 | Governments, appointed from a list submitted by the |
21 | council to the Speaker of the House of Representatives. |
22 | (iii) A representative of the County Commissioners |
23 | Association of Pennsylvania, appointed from a list |
24 | submitted by the association to the Speaker of the House |
25 | of Representatives. |
26 | (iv) Two representatives of 10,000 Friends of |
27 | Pennsylvania, one representing the organization is at |
28 | large and one representing the organization's subsidiary |
29 | campaign to Renew Pennsylvania, both appointed from a |
30 | list submitted by the organization to the Speaker of the |

1 | House of Representatives. |
2 | (v) A representative of the Pennsylvania State |
3 | Association of Township Supervisors, appointed from a |
4 | list submitted by the association to the President pro |
5 | tempore of the Senate. |
6 | (vi) A representative of the Pennsylvania State |
7 | Association of Boroughs, appointed from a list submitted |
8 | by the association to the President pro tempore of the |
9 | Senate. |
10 | (vii) A representative of the Pennsylvania League of |
11 | Cities and Municipalities, appointed from a list |
12 | submitted by the league to the President pro tempore of |
13 | the Senate. |
14 | (viii) A representative of the Pennsylvania |
15 | Municipal Authorities Association, appointed from a list |
16 | submitted by the association to the President pro tempore |
17 | of the Senate. |
18 | (ix) The Executive Director of the State Planning |
19 | Board, or his designee. |
20 | (x) The Executive Director of the Local Government |
21 | Commission or his designee; |
22 | and be it further |
23 | RESOLVED, That the commission be staffed by the Local |
24 | Government Commission; and be it further |
25 | RESOLVED, That the commission be charged with the following: |
26 | (1) Conduct a study of the current system of local |
27 | governance in Pennsylvania. |
28 | (2) Conduct a study of the current State financial and |
29 | technical assistance programs available to municipalities. |
30 | (3) Provide recommended measures that would ensure or |

1 | improve the fiscal stability of municipalities. |
2 | (4) Provide recommended changes that would make regional |
3 | cooperation more attractive to municipalities. |
4 | (5) Provide recommended changes that would remove or |
5 | reduce barriers to regional cooperation; |
6 | and be it further |
7 | RESOLVED, That the commission report to the General Assembly |
8 | the results of its study and its recommendations and file the |
9 | report with the Secretary of the Senate and the Chief Clerk of |
10 | the House of Representatives within six months of the adoption |
11 | of this concurrent resolution. |
