| AN ACT |
| |
1 | Designating a portion of State Route 3 in West Chester Borough, |
2 | Chester County, as the Senator Robert J. Thompson Highway; |
3 | and designating the Pottstown Pike Bridge over the French |
4 | Creek in South Coventry Township, Chester County, as the |
5 | Representative Sam Morris and Eleanor Morris Memorial Bridge. |
6 | The General Assembly of the Commonwealth of Pennsylvania |
7 | hereby enacts as follows: |
8 | Section 1. Senator Robert J. Thompson Highway. |
9 | (a) Findings and declarations.--The General Assembly finds |
10 | and declares as follows: |
11 | (1) State Senator Robert J. Thompson served the 19th |
12 | Senatorial District between 1995 and 2006 with honor and |
13 | ability and rose to chairman of the Senate Appropriations |
14 | Committee prior to his passing in 2006. |
15 | (2) The contributions of Senator Thompson were not |
16 | limited to the public arena but included service to his |
17 | community as well. Senator Thompson was the founding |
18 | executive director of the Chester County Chamber of Commerce, |
19 | a member of the Chester County Hospital Board, a member of |
20 | the Immaculata College President's Council and was an elder |

1 | at the First Presbyterian Church of West Chester. |
2 | (3) Senator Thompson was a resident of West Goshen and |
3 | benefited the township and the entire West Chester community |
4 | through his service on the West Goshen Board of Supervisors, |
5 | the Chester County Historical Society; the Westtown-Goshen |
6 | Rotary Club, and the West Chester Area Day Care Association. |
7 | (4) West Goshen Township is connected to the Borough of |
8 | West Chester, the county seat for Chester County, by State |
9 | Route 3. |
10 | (b) Designation.--The section of State Route 3 that is |
11 | situated between U.S. Route 202 in West Goshen and Adams Street |
12 | in the Borough of West Chester, Chester County, is hereby |
13 | designated as the Senator Robert J. Thompson Memorial Highway. |
14 | (c) Signs.--The Department of Transportation shall erect and |
15 | maintain appropriate signs to indicate this designation. |
16 | Section 2. Representative Sam Morris and Eleanor Morris |
17 | Memorial Bridge. |
18 | (a) Findings and declarations.--The General Assembly finds |
19 | and declares as follows: |
20 | (1) State Representative Sam Morris and Eleanor Morris |
21 | dedicated their lives to community service and were |
22 | particularly active in Chester County's conservation |
23 | movement. |
24 | (2) Married in 1941, the Morrises in 1945 purchased the |
25 | 400-acre farm in South Coventry, Chester County, that |
26 | remained their home until Mr. Morris' death in 1995 and Ms. |
27 | Morris' death in 2011. |
28 | (3) In 1967, the Morrises founded the French & Pickering |
29 | Creek Conservation Trust. Ms. Morris served as president of |
30 | the trust from 1972 to 2000, during which time the trust |

1 | permanently preserved more than 6,500 acres. |
2 | (4) State Representative Sam Morris served the |
3 | Pennsylvania House of Representatives' 155th district from |
4 | 1971 to 1978 and again from 1981 to 1990 and was instrumental |
5 | in several farmland preservation measures, including the act |
6 | of December 19, 1974 (P.L.973, No.319), known as the |
7 | Pennsylvania Farmland and Forest Land Assessment Act of 1974 |
8 | (Clean and Green Act of 1974), the act of June 10, 1982 |
9 | (P.L.454, No.133), referred to as the Right-to-Farm Law, and |
10 | the 1988 bill providing $100 million for the purchase of |
11 | agricultural easements. |
12 | (5) In 1975, State Representative Morris testified in |
13 | support of the establishment of the Valley Forge National |
14 | Historical Park before the United States Congress' Sub- |
15 | Committee on National Parks and Recreation. |
16 | (6) The Morrises were leaders in the preservation of the |
17 | beauty of Chester County and its agricultural heritage, so |
18 | exemplified by their Lundale Farm in South Coventry Township. |
19 | (7) The French Creek winds through the Lundale Farm and |
20 | beneath the Pottstown Pike Bridge on State Route 100. |
21 | (b) Designation.--The Pottstown Pike Bridge over the French |
22 | Creek in South Coventry Township, Chester County, located |
23 | between Prizer Road and Pughtown Road, is hereby designated the |
24 | Representative Sam Morris and Eleanor Morris Memorial Bridge. |
25 | (c) Signs.--The Department of Transportation shall erect and |
26 | maintain appropriate signs to indicate this designation. |
27 | Section 3. Effective date. |
28 | This act shall take effect in 60 days. |
