AN ACT

  

1

Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An

2

act relating to the public school system, including certain

3

provisions applicable as well to private and parochial

4

schools; amending, revising, consolidating and changing the

5

laws relating thereto," in teacher certification, further

6

providing for qualifying certificates and kinds of

7

certificates.

The General Assembly of the Commonwealth of Pennsylvania

9

hereby enacts as follows:

Section 1.  Sections 1201 and 1203 of the act of March 10,

11

1949 (P.L.30, No.14), known as the Public School Code of 1949,

12

amended June 30, 2011 (P.L.112, No.24), are amended to read:

Section 1201.  Certificates Qualifying Persons to Teach.--

14

Only those persons holding one of the following certificates

15

shall be qualified to teach in the public schools of this

16

Commonwealth--(1) Permanent college certificate, (2) provisional

17

college certificate, (3) normal school diploma, (4) normal

18

school certificate, (5) special permanent certificate, (6)

19

special temporary certificate, (7) permanent State certificate,

20

(8) residency certificate, (8.1) certificate to teach military

science, (9) intern certificate, (10) certificates which are

2

permanent licenses to teach by virtue of the provisions of

3

section one thousand three hundred eight of the act, approved

4

the eighteenth day of May, one thousand nine hundred eleven

5

(Pamphlet Laws 309), as amended, which is repealed hereby, or

6

(11) such other kinds of certificates as are issued under the

7

standards prescribed by the State Board of Education. The State

8

Board of Education shall also provide for issuance of

9

certificates by district superintendents to meet such

10

emergencies or shortage of teachers as may occur.

Section 1203.  Kinds of State Certificates.--(a)  State

12

certificates hereafter granted shall include the following:

13

Provisional College Certificates,

14

Permanent College Certificates,

15

Certificates issued by other states and validated by the

16

Superintendent of Public Instruction,

17

Special Temporary Certificates,

18

Special Permanent Certificates,

19

Residency Certificates,

20

Intern Certificates,

21

Military Science Certificates.

(b)  All persons receiving any of such certificates shall

23

have qualifications not less than graduation from a State

24

Teachers' College of this Commonwealth, or equivalent training.

25

Postbaccalaureate certification programs, including residency,

26

intern and administrative certification programs completed under

27

section 1207.1 are equivalent training for purposes of this act.

28

(b.1)  All persons receiving military science certificates

29

shall have documentation of at least twenty (20) years' military

30

service and certification by the appropriate branch of the armed

forces of the United States authorizing employment as a military

science instructor.

(c)  Every college certificate shall set forth the names of

4

the college or university from which its holder was graduated.

5

State certificates shall entitle their holders to teach in every

6

part of this Commonwealth for the terms herein specified.

7

Section 3.  This act shall take effect in 60 days.
