AN ACT

Amending Title 30 (Fish) of the Pennsylvania Consolidated

Statutes, in fishing licenses, further providing for form and

expiration of licenses; providing for license and permit

4

issuance packaging options; and further providing for

5

expiration of licenses and permits.

The General Assembly of the Commonwealth of Pennsylvania

7

hereby enacts as follows:

8

Section 1.  Title 30 of the Pennsylvania Consolidated

Statutes is amended by adding a section to read:

10

§ 2717.  License and permit issuance options.

11

(a)  Multi-year license or permit.--The commission may issue

12

a license or permit that is valid for multiple years. The fee

13

for a multi-year license or permit may not exceed the total fees

14

for the applicable individual license or permit years set forth

15

in section 2715 (relating to license, permit and issuing agent

16

fees). A multi-year license or permit shall expire on December

17

31 of the last year for which it was issued.

(b)  Group license or permit.--The commission may issue a

license or permit that is valid for a group of individuals who

2

meet the criteria established by the commission. The fee for a

3

group license or permit may not exceed the total fees for the

4

applicable individual licenses or permits set forth in section

5

2715.

(c)  Promotional discounts.--For marketing and promotional

7

purposes, the commission may issue a license or permit for a fee

8

that is less than the applicable fees set forth in section 2715,

9

in accordance with guidelines established by the commission.

10

(d)  Regulations.--If the commission elects to issue multi-

11

year or group licenses or permits under subsection (b) or

12

initiate promotional discounts under subsection (c), it shall

13

promulgate regulations relating to group criteria and

14

promotional discounts in order to implement this section.

15

(e)  Penalties.--A person who violates regulations

16

promulgated under this section commits a summary offense of the

17

third degree.

Section 1.  Section 2710 of Title 30 of the Pennsylvania

Consolidated Statutes is amended to read:

20

§ 2710.  Form and expiration of licenses.

21

All licenses shall be issued on forms prepared and supplied

22

by the commission and paid for from the Fish Fund. The license

23

shall show the name, age and residence of the licensee and the

24

date of issue. It shall also contain the signature of the

25

licensee, written in ink, and shall authorize the licensee to

26

fish in any waters of this Commonwealth or in any boundary

27

waters subject to the restrictions and requirements of this

28

title and the rules and regulations promulgated thereunder. The

29

license may contain such other information as the commission may

30

require. [A] Except as otherwise provided in this title, a

license shall expire on December 31 of the year [in] for which

it is issued. There may be issued with each license a license

3

button or other device bearing the license number.

Section 2.  Title 30 is amended by adding a section to read:

§ 2717.  License and permit packaging options.

(a)  Multi-year licenses and permits.--The commission may

8

that the fee for the multi-year license or permit shall not

9

exceed the total fees for the applicable individual license or

10

permit years set forth in section 2715 (relating to license,

11

permit and issuing agent fees). A multi-year license or permit

12

shall expire on December 31 of the last year for which it was

13

issued.

(b)  Group licenses and permits.--The commission may issue a

15

license or permit that covers a group of individuals who meet

16

the criteria established by the commission provided that the fee

17

for the group license or permit shall not exceed the total fees

18

for the applicable individual licenses or permits set forth in

19

section 2715.

(c)  Promotional discounts.--The commission may issue a

21

license or permit for a fee that is less than the applicable fee

22

set forth in section 2715 for marketing and promotional purposes

23

in accordance with the guidelines established by the commission.

(d)  Regulations.--The commission may promulgate regulations

25

to implement this section.

(e)  Penalties.--Any person violating the regulations

27

promulgated under this section commits a summary offense of the

28

third degree.

Section 2 3.  Section 2907 of Title 30 is amended to read:
