| AN ACT |
| |
1 | Amending Title 35 (Health and Safety) of the Pennsylvania |
2 | Consolidated Statutes, requiring that the operator of each |
3 | permitted gas well within Pennsylvania post certain 911 |
4 | response information at the entrance to each well site. |
5 | The General Assembly of the Commonwealth of Pennsylvania |
6 | hereby enacts as follows: |
7 | Section 1. Title 35 of the Pennsylvania Consolidated |
8 | Statutes is amended by adding a section to read: |
9 | § 7321. Gas well 911 emergency response information. |
10 | The agency and the Department of Environmental Protection |
11 | shall adopt emergency regulations directing the operations of |
12 | all gas and oil wells within this Commonwealth to do all of the |
13 | following: |
14 | (1) Adopt a unique GPS coordinate address for each gas |
15 | or oil well. |
16 | (2) Register that address with the agency, the |
17 | Department of Environmental Protection and the local |
18 | emergency management organization within the county where the |

1 | gas or oil well is located. |
2 | (3) Require the development of an emergency response |
3 | plan and file that plan with the agency, the Department of |
4 | Environmental Protection and the local emergency management |
5 | organization with jurisdiction over the gas or oil well. |
6 | (4) Post a reflective sign at the entrance to each well |
7 | site with the specific address of that site, the coordinates |
8 | for the site, the emergency contact number for the operator |
9 | and such other information as the agency or the Department of |
10 | Environmental Protection deems necessary. |
11 | Section 2. This act shall take effect immediately. |
