AN ACT

Amending the act of April 9, 1929 (P.L.177, No.175), entitled

2

"An act providing for and reorganizing the conduct of the

3

executive and administrative work of the Commonwealth by the

4

Executive Department thereof and the administrative

5

departments, boards, commissions, and officers thereof,

6

including the boards of trustees of State Normal Schools, or

7

Teachers Colleges; abolishing, creating, reorganizing or

8

authorizing the reorganization of certain administrative

9

departments, boards, and commissions; defining the powers and

10

duties of the Governor and other executive and administrative

11

officers, and of the several administrative departments,

12

boards, commissions, and officers; fixing the salaries of the

13

Governor, Lieutenant Governor, and certain other executive

14

and administrative officers; providing for the appointment of

15

certain administrative officers, and of all deputies and

16

other assistants and employes in certain departments, boards,

17

and commissions; and prescribing the manner in which the

18

number and compensation of the deputies and all other

19

assistants and employes of certain departments, boards and

20

commissions shall be determined," further providing for

21

travel expenses of administrative officials and personnel.

The General Assembly of the Commonwealth of Pennsylvania

23

hereby enacts as follows:

Section 1.  Section 709(f) of the act of April 9, 1929

25

(P.L.177, No.175), known as The Administrative Code of 1929,

26

amended November 26, 1997 (P.L.530, No.57), is amended to read:

Section 709.  Executive Board.--Subject to the provisions of

this act, the Executive Board shall have the power:

2

(f)  To make rules and regulations providing for travel,

4

lodging and other expenses for which all officers and employes

5

of the executive branch of the State Government may be

6

reimbursed; and, to this end, to establish and implement a

7

least-cost travel policy for State vehicle travel when traveling

8

on State business for single trips from the following options:

9

State fleet vehicle under the operation of the Department of

10

General Services, vehicle rental, and reimbursement for personal

11

vehicle use.

(1)  When determining the least-cost travel policy for State

13

vehicle travel, the following relevant factors may be

14

considered:

15

(i)  urgency of trip;

16

(ii)  nature of travel required;

17

(iii)  type of vehicle required for number of passengers,

18

equipment load or physical disability of driver or passenger;

19

(iv)  employe time and effort;

20

(v)  point to point; and

21

(vi)  proximity to rental or State vehicles.

22

(2)  For purposes of this subsection, the term "least-cost

23

travel policy" shall mean a policy administered by the

24

Commonwealth that requires Commonwealth officials and employes

25

to use the most cost-effective travel option available when

26

traveling for work-related purposes;
