A RESOLUTION

Directing the Legislative Budget and Finance Committee to

2

conduct a study to evaluate the delivery of services by for-

3

profit service providers for Intellectual Disability

4

Consolidated Waiver services, Child Welfare, Community-Based

5

Mental Health, Intellectual Disability Community-Based

6

Program and Drug and Alcohol services and to submit a report.

7

WHEREAS, The fiscal year 2012-2013 State budget appropriates

8

more than $2,600,000,000 for Intellectual Disability Community

9

Waiver and Base Program services, Community-Based Mental Health

10

services, Child Welfare services and Drug and Alcohol services;

11

and

12

WHEREAS, On September 24, 2012, the House of Representatives

13

adopted House Resolution 798 directing the Legislative Budget

14

and Finance Committee to conduct a study to evaluate the

15

delivery of services for Intellectual Disability Consolidated

16

Waiver services, Child Welfare, Community-Based Mental health,

17

Intellectual Disability Community-Based Program and Drug and

18

Alcohol services, provided by nonprofit service providers; and

19

WHEREAS, A portion of these services is delivered by for-

20

profit service providers; therefore be it

RESOLVED, That the House of Representatives direct the

2

Legislative Budget and Finance Committee to conduct a study to

3

evaluate the delivery of services for Intellectual Disability

4

Consolidated Waiver services, Child Welfare, Community-Based

5

Mental Health, Intellectual Disability Community-Based Program

6

and Drug and Alcohol services; and be it further

7

RESOLVED, That the Legislative Budget and Finance Committee,

8

in consultation and cooperation with the Department of Public

9

Welfare, collect and compile the expenditures for each for-

10

profit service provider, including the compensation of

11

executives and the 20 highest paid employees, association dues,

12

debts, assets, lobbying expenses, administrative expenses,

13

operating costs and the indirect and direct costs of delivering

14

care or services; and be it further

15

RESOLVED, That the study be conducted using existing

16

resources, such as annual reports and the lobby reporting

17

mechanism in the Department of State, whenever possible; and be

18

it further

19

RESOLVED, That the Legislative Budget and Finance Committee

20

conduct the study in conjunction with the study directed

21

pursuant to House Resolution 798; and be it further

22

RESOLVED, That the Legislative Budget and Finance Committee

23

provide a report regarding the expenditures of each for-profit

24

service provider and any other information the committee deems

25

necessary; and be it further

26

RESOLVED, That the report include recommendations to address

27

the unmet service needs of individuals and increase the

28

efficiency and quality of the direct delivery system; and be it

29

further

30

RESOLVED, That the report be combined with the report

directed pursuant to House Resolution 798 and submitted to the

2

chairman and minority chairman of the Health Committee of the

3

House of Representatives, the Human Services Committee of the

4

House of Representatives and the Appropriations Committee of the

5

House of Representatives by April 1, 2013.
