A RESOLUTION

Commemorating the 70th anniversary of the Civil Air Patrol Cadet

2

Program.

3

WHEREAS, The Civil Air Patrol was founded on December 1,

4

1941, by a fledgling group of volunteer civilian pilots who flew

5

their own planes to support United States efforts in World War

6

II, including recording more than 500,000 hours in the air,

7

sinking two enemy submarines and saving hundreds of crash

8

victims during the war; and

9

WHEREAS, After the war the Civil Air Patrol remained a vital

10

program in servicing national and local agencies and became

11

known worldwide for its unique emergency services operations by

12

performing outstanding and critical search and rescue, disaster

13

relief and other important emergency missions; and

14

WHEREAS, The Civil Air Patrol, in addition to emergency

services, created two other primary mission areas which are

2

aerospace education programs and cadet programs; and

3

WHEREAS, The Civil Air Patrol Cadet Program was founded in

4

Minnesota in October of 1942, in response to demand for Civil

5

Air Patrol members during the war; and

6

WHEREAS, The cadet program recruited and trained youth

7

between 15 and 17 years of age primarily for flight training and

8

the cadets assisted with tasks at the operational level while

9

training toward becoming licensed pilots for service in the

10

Civil Air Patrol and military; and

11

WHEREAS, The Civil Air Patrol Cadet Program had more than

12

20,000 cadet youth within the first six months of operation with

13

a budget of not more than $200 from the Office of Civilian

14

Defense; and

15

WHEREAS, After World War II, the Civil Air Patrol was

16

recognized for its work and deemed a vital organization; and

17

WHEREAS, In 1946, President Truman signed a bill granting the

18

Civil Air Patrol a national charter and in 1948, the Civil Air

19

Patrol became the official auxiliary to the United States Air

20

Force; and

21

WHEREAS, In peacetime, the Civil Air Patrol has shifted its

22

focus to search and rescue missions and continued to support

23

aerospace education across the nation while still implementing

24

its Cadet Program. More than 100 lives are saved every year by

25

Civil Air Patrol members in search and rescue missions

26

nationwide; and

27

WHEREAS, In the 1960's the Civil Air Patrol Cadet Program

28

changed focus under the leadership of John V. Sorenson, Director

29

of Aerospace Education; and

30

WHEREAS, A military-style rank structure was implemented,

along with four phases each cadet should strive to complete; and

2

WHEREAS, The Cadet Program started to operate on local levels

3

and focused most of the program on summer encampment. The Region

4

Cadet Leadership Schools were also created to provide more

5

training for older cadets; and

6

WHEREAS, The Cadet Program has been successful in the

7

development and motivation of well-rounded young people, who

8

have become model leaders of our country; and

9

WHEREAS, The program offers summer camps, leadership and

10

career training and aerospace education, along with

11

opportunities for pilot training, and many leaders in aviation

12

today were once Civil Air Patrol cadets; and

13

WHEREAS, Currently, there are 26,000 cadets in more than

14

1,600 local units; therefore be it

15

RESOLVED, That the House of Representatives honor those who

16

have sacrificed so much of themselves to participate and excel

17

in the Civil Air Patrol Cadet Program; and be it further

18

RESOLVED, That the Civil Air Patrol's young men and women who

19

have served triumphantly in the Cadet Program are inspirational

20

leaders of our country and are to be recognized for their

21

courageous triumphs in the program; and be it further

22

RESOLVED, That the House of Representatives recognize that

23

October 2012, marks the 70-year anniversary of the Cadet Program

24

of the Civil Air Patrol and honor all those who have

25

participated in order to better themselves and their country;

26

and be it further

27

RESOLVED, That a copy of this resolution be transmitted to

28

Col. Sandra E. Brandon, Commander, PA Wing, PA Wing CAP
