A RESOLUTION

Directing the Legislative Budget and Finance Committee to

2

conduct a study to evaluate the delivery of services by

3

charter schools, including cyber charter schools, in this

4

Commonwealth and track the use of funds received from the

5

Commonwealth.

WHEREAS, Annually, the Commonwealth provides millions of

7

taxpayer dollars to fund private nonprofit and for-profit

8

entities to establish and maintain charter schools that operate

9

independently from the existing public school district

10

structure; and

11

WHEREAS, The purpose of these charter schools is to, among

12

other things, improve student learning, increase learning

13

opportunities for all students, create new professional

14

opportunities for teachers and provide parents and students with

15

expanded choices in the types of educational opportunities that

16

are available within the public school system; and

17

WHEREAS, There has been no accountability by these entities

18

regarding the use of the funds received from the Commonwealth;

therefore be it

RESOLVED, That the House of Representatives direct the

Legislative Budget and Finance Committee to conduct a study to

2

evaluate the delivery of services by charter schools, including

3

cyber charter schools, in this Commonwealth and track the use of

4

funds received from the Commonwealth; and be it further

5

RESOLVED, That the Legislative Budget and Finance Committee,

6

in consultation and cooperation with the Department of

7

Education, collect and compile information regarding the

8

expenditures by each individual or entity that owns and/or

9

operates a charter school, including a cyber charter school,

10

receiving Commonwealth funds, including the compensation of

11

executives and the 20 highest paid employees, association dues,

12

debts, assets, lobbying expenses, administrative expenses,

13

operating costs and the indirect and direct costs of delivering

14

services in this Commonwealth; and be it further

15

RESOLVED, That the Legislative Budget and Finance Committee

16

prepare a report regarding the expenditures of each individual

17

or entity that owns and/or operates a charter school, including

18

a cyber charter school, and other information the committee

19

deems relevant; and be it further

20

RESOLVED, That the report shall include recommendations to

21

address the efficiency and quality of services provided by

22

charter schools, including cyber charter schools, in this

23

Commonwealth and to address the accountability of expenditure of

24

funds; and be it further

25

RESOLVED, That the report shall be submitted to the Majority

26

and Minority Chairs of the Education Committee and the

27

Appropriations Committee of the House of Representatives by

28

April 1, 2013.
