A RESOLUTION

Memorializing the United States Secretary of Transportation to

2

issue a Transportation Investment Generating Economic

3

Recovery (TIGER) grant to fund the construction of the New

4

Kensington Smart Growth and Sustainable Corridor & Multimodal

5

Facility.

6

WHEREAS, The New Kensington Smart Growth and Sustainable

7

Corridor & Multimodal Facility project is a catalyst for

8

regenerating economic development and job creation in the

9

distressed city of New Kensington, Pennsylvania, and in 17

10

surrounding communities; and

11

WHEREAS, Building a multimodal public transit facility will

12

provide more transportation choices, promote recreation

13

activities, enhance economic competitiveness, support existing

14

communities and improve the quality of life in the area; and

15

WHEREAS, New Kensington's proximity to Pittsburgh and Route

16

28, a major artery that connects New Kensington and surrounding

17

communities with Pittsburgh, makes New Kensington an ideal

18

location for a multimodal facility; and

19

WHEREAS, This facility and corridor will represent the

northern-most hub of a planned New Kensington-to-Pittsburgh

2

commuter rail line, which is expected to be under construction

3

by 2014; and

4

WHEREAS, The project plans also provide for a bicycle and

5

pedestrian throughway trail and proponents of the plan seek to

6

build local and regional innovative education resources to

7

support early childhood education through partnerships with the

8

Valley Points Family YMCA and the New Kensington-Arnold School

9

District; and

10

WHEREAS, The project will include the reconstruction of

11

Constitution Boulevard, a two-lane collector road that runs

12

adjacent to the future commuter rail line and connects New

13

Kensington with Arnold, Pennsylvania; and

14

WHEREAS, Grant applicants include the City of New Kensington,

15

the Redevelopment Authority of New Kensington and the Valley

16

Points Family YMCA, all of which have been investing in and

17

pursuing this project for several years; therefore be it

18

RESOLVED, That the House of Representatives memorialize the

19

United States Secretary of Transportation to issue a

20

Transportation Investment Generating Economic Recovery (TIGER)

21

grant to the grant applicants to fund the construction of the

22

New Kensington Smart Growth and Sustainable Corridor &

23

Multimodal Facility; and be it further

24

RESOLVED, That the House of Representatives urge the

25

Pennsylvania Congressional Delegation to take action to support

26

the project as well; and be it further

27

RESOLVED, That copies of this resolution be transmitted to

28

United States Secretary of Transportation Ray LaHood and to each

29

member of Congress from Pennsylvania.
