| INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, APRIL 5, 2012 |

| A RESOLUTION |
| |
1 | Designating the month of May 2012 as "Celebrate to Live Month" |
2 | in Pennsylvania. |
3 | WHEREAS, The days of youth represent a vibrant time filled |
4 | with an array of challenges and beams of hope and promise for |
5 | the future; and |
6 | WHEREAS, Unfortunately, these years sometimes are accompanied |
7 | by a great deal of peer pressure to use alcohol and illegal |
8 | drugs as a means of securing false enjoyment; and |
9 | WHEREAS, When these illegal substances are introduced into |
10 | celebrations and enjoyable activities of the teen years, |
11 | disaster too often results, promising futures are snuffed out |
12 | and lives are permanently scarred; and |
13 | WHEREAS, Any minor who purchases, consumes, transports or is |
14 | in possession of alcoholic beverages faces a 90-day suspension |
15 | of driver's license and a fine of up to $300 and a one-year |
16 | suspension and a fine of up to $500 for a subsequent offense; |

2 | WHEREAS, A minor with a blood alcohol content of 0.02% or |
3 | greater while driving faces prosecution for driving under the |
4 | influence; and |
5 | WHEREAS, A minor carrying or using a false identification |
6 | card faces a 90-day to one-year license suspension, a fine of up |
7 | to $500 and possible imprisonment of up to 90 days or two years |
8 | for a third and subsequent offense; and |
9 | WHEREAS, A minor under 16 years of age would be subject to |
10 | the same criminal sanctions and would not be able to obtain a |
11 | driver's license for 90 days, which would not start until the |
12 | minor acknowledges the notice of violation to the Department of |
13 | Transportation; therefore be it |
14 | RESOLVED, That the House of Representatives designate the |
15 | month of May 2012 as "Celebrate to Live Month" in Pennsylvania |
16 | and urge all teenagers to enjoy the special time of their youth |
17 | but to celebrate and enjoy it responsibly. |
