A RESOLUTION

Designating the month of February 2012 as "Internet Crimes

2

Against Children Task Forces Awareness Month" in

3

Pennsylvania.

4

WHEREAS, The Internet Crimes Against Children Task Force

5

consists of a national network of state and local agencies

6

dedicated to developing effective responses to the online

7

enticement of children by sexual predators, child exploitation

8

and child obscenity and pornography cases; and

9

WHEREAS, The national Internet Crimes Against Children Task

10

Force Program is dedicated to increasing the investigative

11

capabilities of state and local law enforcement officers and

12

prosecutors in the detection and investigation of Internet

13

crimes against children offenses and the apprehension of

14

offenders, including technology-facilitated child exploitation

offenses; and

WHEREAS, The Internet Crimes Against Children Task Force was

3

created to help state and local law enforcement agencies enhance

4

their investigative responses to offenders who use the Internet,

5

online communication systems or computer technology to sexually

6

exploit children; and

7

WHEREAS, The program is currently comprised of 61 regional

8

task force agencies; and

9

WHEREAS, Alicia Kozakiewicz was abducted from her home in

10

Pittsburgh and was transported across state lines to Virginia by

11

an Internet predator on January 1, 2002; and

12

WHEREAS, The incredible investigative work by local law

13

enforcement in Virginia and Pennsylvania in partnership with the

14

Internet Crimes Against Children Task Force and the Federal

15

Bureau of Investigation resulted in the location and rescue of

16

Ms. Kozakiewicz on January 4, 2002; and

17

WHEREAS, The Internet Crimes Against Children Task Force is

18

doing important and commendable work to ensure that those

19

committing crimes against children are brought to justice; and

20

WHEREAS, The protection and rescue of children from online

21

sexual predators is contingent upon the great work and efforts

22

of both local law enforcement and the Internet Crimes Against

23

Children Task Force, and these protection and rescue efforts

24

must be ensured by immediate intervention, cooperation and

25

support of the Office of Attorney General, the Commonwealth's

26

justice system and other responsible and appropriate services;

27

therefore be it

28

RESOLVED, That the House of Representatives designate the

29

month of February 2012 as "Internet Crimes Against Children Task

30

Forces Awareness Month" in Pennsylvania.
