| A RESOLUTION |
| |
1 | Urging the City of Philadelphia to consistently enforce current |
2 | ordinances regulating yard sales and flea markets. |
3 | WHEREAS, Yard sales and flea markets are a popular means for |
4 | residents to buy and sell goods; and |
5 | WHEREAS, Yard sales and flea markets often occur in a common |
6 | space such as sidewalks; and |
7 | WHEREAS, A clear and orderly common space provides a means |
8 | for neighbors to meet, socialize and strengthen their |
9 | communities; and |
10 | WHEREAS, Alternatively, a cluttered common space prohibits |
11 | such interaction and may present a safety hazard; and |
12 | WHEREAS, Sidewalks should function as safe and efficient |
13 | walking paths for citizens; and |
14 | WHEREAS, The City of Philadelphia currently sees fit to |
15 | regulate yard sales and flea markets by requiring a business |
16 | permit and a sidewalk sales license; and |
17 | WHEREAS, Experience has shown a wide variance in residents' |
18 | adherence to both acquiring appropriate permission and the |

1 | promptness in which they clean up after yard sales and flea |
2 | markets; and |
3 | WHEREAS, The purchase of permits and licenses is not only |
4 | required by the city but further evidences a dedication on a |
5 | sponsor's part toward a responsible handling of the event; |
6 | therefore be it |
7 | RESOLVED, That the House of Representatives urge the City of |
8 | Philadelphia to enforce relevant ordinances regarding flea |
9 | markets and yard sales consistently for the good of all |
10 | Philadelphia citizens; and be it further |
11 | RESOLVED, That a copy of this resolution be transmitted to |
12 | the City of Philadelphia. |
