A RESOLUTION

Encouraging safe driving habits and the reduction of road rage

2

incidents in Pennsylvania.

3

WHEREAS, The National Highway Traffic Safety Administration

4

(NHTSA) defines road rage as "an assault with a motor vehicle or

5

other dangerous weapon by the operator or passenger(s) of

6

another motor vehicle or an assault precipitated by an incident

7

that occurred on a roadway"; and

8

WHEREAS, The NHTSA classifies road rage as a criminal

9

offense; and

10

WHEREAS, Road rage can often cause significant property

11

damage and physical harm, including fatalities; and

12

WHEREAS, Road rage can be sparked by incidents of aggressive

13

driving such as tailgating, cutting off traffic and driving with

14

excessive speed, among others; and

15

WHEREAS, Psychological research has demonstrated that road

16

rage may often be the result of "intermittent explosive

17

disorder," which could affect as many as 16 million Americans;

WHEREAS, The NHTSA has concluded that incidents of road rage

3

are likely to increase as roadways become more congested and

4

drivers travel more miles; therefore be it

5

RESOLVED, That the House of Representatives encourage motor

6

vehicle drivers in this Commonwealth to show civility and

7

courtesy toward other drivers and to drive defensively instead

8

of aggressively; and be it further

9

RESOLVED, That the House of Representatives continue to

10

support measures that will promote safe driving practices in

11

Pennsylvania.
