| A RESOLUTION |
| |
1 | Recognizing the significance of fathers and "Father's Day." |
2 | WHEREAS, Fathers factor significantly in the lives of |
3 | children; and |
4 | WHEREAS, Fathers play an important role in teaching their |
5 | children life lessons and preparing them to succeed in school |
6 | and in life; and |
7 | WHEREAS, Children with involved fathers are more likely to do |
8 | well in school, have a better sense of well-being and have fewer |
9 | behavioral problems; and |
10 | WHEREAS, Supportive fathers promote the positive physical, |
11 | social, emotional, moral and mental development of children; and |
12 | WHEREAS, Promoting responsible fatherhood can help increase |
13 | the chances that children will grow up with two caring parents; |
14 | and |
15 | WHEREAS, When fathers are actively involved in the upbringing |
16 | of children, the children demonstrate greater self-control and a |
17 | greater ability to take initiative; and |

1 | WHEREAS, Responsible fatherhood can help reduce child |
2 | poverty; and |
3 | WHEREAS, Responsible fatherhood strengthens families and |
4 | communities; and |
5 | WHEREAS, Father's Day is the third Sunday in June; therefore |
6 | be it |
7 | RESOLVED, That the House of Representatives hereby declare as |
8 | follows: |
9 | (1) Fathers and mothers are of equal importance in all |
10 | areas of parenting and in every aspect of the development of |
11 | children, and it is paramount that all government interaction |
12 | with families, parents and children, primarily, does promote |
13 | the right of access of fathers and mothers equally to their |
14 | children. |
15 | (2) The Commonwealth, through section 28 of Article I of |
16 | the Constitution of Pennsylvania, guarantees to both women |
17 | and men, mothers and fathers, completely equal rights and |
18 | completely equal obligations with regard to parenting and |
19 | other issues involving domestic relations, custody and |
20 | support. |
21 | (3) The millions of fathers who serve as wonderful, |
22 | caring parents for their children are commended. |
23 | (4) Fathers across the United States are encouraged to |
24 | use Father's Day to reconnect and rededicate themselves to |
25 | their children's lives, to spend Father's Day with their |
26 | children and to express their love and support for their |
27 | children. |
28 | (5) All men are urged to understand the level of |
29 | responsibility fathering a child requires, especially in the |
30 | encouragement of the mental, moral, social, academic, |

1 | emotional, physical and spiritual development of children. |
2 | (6) The active involvement of fathers in the rearing and |
3 | development of their children, including the devotion of |
4 | time, energy and resources, is strongly encouraged. |
