A RESOLUTION

Directing the Legislative Budget and Finance Committee to

2

conduct a performance audit of the Pennsylvania Turnpike

3

Commission.

4

WHEREAS, The Legislative Budget and Finance Committee is a

5

bipartisan, bicameral legislative service agency established by

6

statute to study the revenues, expenditures and fiscal problems

7

of the Commonwealth, its officers, boards, committees,

8

commissions, institutions and other State agencies and

9

consisting of 12 members of the General Assembly; and

10

WHEREAS, Through the Pennsylvania Turnpike Commission, the

11

Commonwealth operates the 545-mile turnpike system; and

12

WHEREAS, According to commission records, the Pennsylvania

13

Turnpike is used by approximately one-half million vehicles per

14

day and has operating revenues of more than $700 million per

15

year; and

16

WHEREAS, While the Pennsylvania Turnpike receives no Federal

17

or State tax dollars to operate and maintain its toll road

system, fares paid by turnpike ridership are due prudent

2

stewardship and must be spent in the manner most appropriate for

3

the common good; and

4

WHEREAS, The Pennsylvania Turnpike plays a crucial role in

5

this Commonwealth's interstate and intrastate commerce and

6

travel; and

7

WHEREAS, The Pennsylvania Turnpike Commission has recently

8

suffered stigma related to allegations of ongoing political

9

patronage and questionable operating practices; and

10

WHEREAS, It is in the best interest of every Pennsylvanian

11

that the operation of the Pennsylvania Turnpike be above

12

reproach; therefore be it

13

RESOLVED, That the House of Representatives direct the

14

Legislative Budget and Finance Committee to conduct a

15

performance audit of the Pennsylvania Turnpike Commission; and

16

be it further 

17

RESOLVED, That the performance audit address whether the

18

Department of Transportation could more efficiently operate the

19

Pennsylvania Turnpike; and be it further

20

RESOLVED, That the performance audit examine the annual

21

operational costs of the Pennsylvania Turnpike, determine an

22

appropriate management to staff ratio and issue recommendations

23

to eliminate waste, fraud and inefficiency; and be it further

24

RESOLVED, That the performance audit include initiatives,

25

policies and best practices of similarly situated states' toll

26

road programs; and be it further

27

RESOLVED, That the Legislative Budget and Finance Committee

28

report the results of the audit within 180 days after the

29

passage of this resolution to the Speaker of the House of

30

Representatives and the Minority Leader of the House of
