A CONCURRENT RESOLUTION

Urging the Secretary of Education to immediately submit orders

2

for textbooks, instructional materials and instructional

3

equipment for loan to nonpublic schools.

WHEREAS, The welfare of this Commonwealth requires that the

5

present and future generations of school age children be assured

6

ample opportunity to develop to the fullest their intellectual

7

capacities; and

8

WHEREAS, To further this objective, the Commonwealth

9

provides, through tax funds of the Commonwealth, textbooks and

10

instructional materials free of charge to children attending

11

public schools within the Commonwealth; and

12

WHEREAS, Approximately one quarter of all children in this

13

Commonwealth, in compliance with the compulsory attendance

14

provisions of the act of March 10, 1949 (P.L.30, No.14), known

15

as the Public School Code of 1949, attend nonpublic schools; and

16

WHEREAS, Although their parents are taxpayers of the

17

Commonwealth, these children do not receive textbooks or

18

instructional materials from the Commonwealth; and

WHEREAS, The General Assembly enacted the provisions of

2

section 923-A of the Public School Code of 1949 to assure such a

3

distribution of such educational aids that every school child in

4

this Commonwealth will equitably share in the benefits thereof;

5

therefore be it

RESOLVED (the Senate concurring), That the Secretary of

7

Education be urged to immediately submit all orders for

8

textbooks, instructional materials and instructional equipment

9

for loan to nonpublic schools pursuant to section 923-A of the

10

act of March 10, 1949 (P.L.30, No.14), known as the Public

11

School Code of 1949.
