| A RESOLUTION |
| |
1 | Amending the Rules of the House of Representatives, further |
2 | providing for suspending and changing the rules. |
3 | RESOLVED, That Rule 77 of the Rules of the House of |
4 | Representatives be amended to read: |

6 | Suspending and Changing Rules |
7 | Unless otherwise specified in another rule, any rule of the |
8 | House, which is not required by the Constitution, may be |
9 | temporarily suspended at any time for a specific purpose only by |
10 | a vote of two-thirds of the members elected to the House by a |
11 | roll call vote. |
12 | A motion to suspend the rules may not be laid on the table, |
13 | postponed, committed or amended and may be debated by the |
14 | majority leader, the minority leader, the maker of the motion, |
15 | the maker of the amendment under consideration and the prime |
16 | sponsor of the bill under consideration. |
17 | A brief description of the underlying bill or amendment shall |

1 | be given whenever a member moves to suspend the rules of the |
2 | House in order to consider such bill or amendment. |
3 | The existing rules of the House shall not be changed, added |
4 | to, modified or deleted except by written resolution and the |
5 | same approved by a majority vote of the members elected to the |
6 | House by a roll call vote. |
7 | Except where such resolution originates with the Committee on |
8 | Rules, no resolution proposing any change, addition, |
9 | modification or deletion to existing House rules shall be |
10 | considered until such resolution has been referred to the |
11 | Committee on Rules, reported therefrom, printed, filed on the |
12 | desk of each member and placed on the calendar. |
13 | Any proposed change, addition, modification or deletion |
14 | offered by a member on the floor of the House to such resolution |
15 | shall be considered, in effect, a change, addition, modification |
16 | or deletion to existing House rules and shall require for |
17 | approval a majority vote of the members by a roll call vote. |
18 | The Chief Clerk shall annually prepare a report on the use of |
19 | the suspension of the House rules under this rule, to be made |
20 | available for public inspection, detailing all of the following: |
21 | (1) Which House rule was suspended. |
22 | (2) The date a rule was suspended. |
23 | (3) The time a rule was suspended. |
24 | (4) A roll call of the vote to suspend the rules. |
