HOUSE RESOLUTION

INTRODUCED BY SCHRODER, BENNINGHOFF, BOYD, D. COSTA, DAVIS, DENLINGER, EVERETT, GABLER, GIBBONS, GINGRICH, GOODMAN, GROVE, HESS, JOSEPHS, KAUFFMAN, KIRKLAND, KNOWLES, MASSER, MILNE, MOUL, O'NEILL, PETRI, PICKETT, READSHAW, REICHLEY, SWANGER, J. TAYLOR, THOMAS, VULAKOVICH AND WAGNER, MARCH 4, 2011

REFERRED TO COMMITTEE ON STATE GOVERNMENT, MARCH 4, 2011  

A RESOLUTION

Urging the Department of General Services to conduct an energy

audit on the buildings within the State Capitol Complex to

evaluate energy consumption and identify opportunities for

reduced energy use within the complex.

WHEREAS, State government is a leading consumer of energy

throughout Pennsylvania; and

WHEREAS, Investments in energy conservation technologies will

result in lower operating costs for the Commonwealth, which will

result in savings for all Pennsylvania taxpayers; and

WHEREAS, The State Capitol Complex is a substantial consumer

of that energy, which represents a substantial operating cost

for State government; and

WHEREAS, The Commonwealth must demonstrate leadership in the

conservation of energy by reducing the amount of energy consumed

in State government facilities; and

WHEREAS, Energy conservation measures such as energy

efficient lighting systems, improved heating, ventilating or air

conditioning systems, insulation, multiglazed, heat-absorbing or

heat-reflective windows or doors, and automated energy control

systems have been proven to reduce energy consumption or

operating costs; and

WHEREAS, According to the Environmental Protection Agency and

the Department of Energy's Energy Star program, energy efficient

lighting technologies such as LED light bulbs use at least 75%

less energy and last at least 15 times longer than incandescent

bulbs; and

WHEREAS, Qualified air conditioning systems are approximately

14% more efficient than standard models; and

WHEREAS, The Commonwealth should examine in detail how State

facilities consume energy and methods for reducing energy costs;

therefore be it

RESOLVED, That the House of Representatives urge the

Department of General Services to conduct an energy audit on the

buildings within the State Capitol Complex to evaluate energy

consumption and identify opportunities for reduced energy use

within the complex; and be it further

RESOLVED, That the Department of General Services develop an

implementation plan and timeline for deployment of the cost-

effective options resulting from the energy audit; and be it

further

RESOLVED, That the Department of General Services report its

findings to the Governor and Lieutenant Governor, the President

pro tempore of the Senate, the Speaker of the House of

Representatives, the Majority Leader of the Senate, the Minority

Leader of the Senate, the Majority Leader of the House of

Representatives and the Minority Leader of the House of

Representatives no later than six months following the passage

of this resolution.
