| AN ACT |
| |
1 | Amending Title 75 (Vehicles) of the Pennsylvania Consolidated |
2 | Statutes, further providing for vehicles exempt from |
3 | registration and for persons exempt from licensing. |
4 | The General Assembly of the Commonwealth of Pennsylvania |
5 | hereby enacts as follows: |
6 | Section 1. Section 1302(2) of Title 75 of the Pennsylvania |
7 | Consolidated Statutes is amended by adding a subparagraph to |
8 | read: |
9 | § 1302. Vehicles exempt from registration. |
10 | The following types of vehicles are exempt from registration: |
11 | * * * |
12 | (2) Any implement of husbandry, trailer or semitrailer |
13 | determined by the department to be used exclusively for |
14 | agricultural operations and only infrequently operated upon |
15 | highways. Vehicles exempt from registration under this |
16 | paragraph shall be used exclusively upon a farm or farms |

1 | owned or operated by the owner of the vehicle or upon |
2 | highways between: |
3 | (i) Parts of one such farm. |
4 | (ii) Such farms located not more than 25 miles |
5 | apart. |
6 | (iii) Such farm or farms and a place of business |
7 | located within a radius of 25 miles from such farm or |
8 | farms for the purpose of buying or selling agricultural |
9 | commodities or supplies or for delivery, repair or |
10 | servicing of the vehicle. |
11 | (iv) Such farm or farms and a school that is hosting |
12 | an annual agricultural-related educational event for the |
13 | purpose of participating in that event, provided that the |
14 | distance between the farm or farms and the site of the |
15 | event does not exceed 15 miles. |

17 | Section 2. Section 1502 of Title 75 is amended by adding a |
18 | paragraph to read: |
19 | § 1502. Persons exempt from licensing. |
20 | The following persons are not required to obtain a driver's |
21 | license under this chapter: |
22 | * * * |
23 | (6) Any person 14 years of age or older may operate an |
24 | implement of husbandry on a roadway for the purpose of |
25 | driving that implement to an annual agricultural-related |
26 | educational event hosted by a school, provided that the |
27 | distance between the person's residence and the site of the |
28 | event does not exceed 15 miles. |
29 | Section 3. This act shall take effect in 60 days. |
