AN ACT

Amending Title 75 (Vehicles) of the Pennsylvania Consolidated

2

Statutes, further providing for person with disability plate

3

and placard; and providing for fee for person with disability

4

placard.

The General Assembly of the Commonwealth of Pennsylvania

6

hereby enacts as follows:

7

Section 1.  Section 1338 of Title 75 of the Pennsylvania

8

Consolidated Statutes is amended by adding a subsection to read:

9

§ 1338.  Person with disability plate and placard.

(c.3)  Fee for disability parking placard.--On and after the

12

effective date of this subsection, upon initial or renewal

13

application of any person who meets the requirements of this

14

section, accompanied by the fee prescribed in this title, the

15

department shall issue a disability parking placard as provided

16

in subsection (b), which shall be valid for three years and may

17

be renewed for successive three-year periods. The department

shall phase out existing parking placards for persons with

2

disabilities by June 30, 2013, and no placard issued prior to

3

the effective date of this subsection shall be valid after June

4

30, 2013.

Section 2.  Title 75 is amended by adding a section to read:

6

§ 1962.  Fee for person with disability parking placard.

7

(a)  Fee.--The department shall charge $7.50 for each

8

disability parking placard issued or renewed under section 1338

9

(relating to person with disability plate and placard).

10

(b)  Disposition of fees.--Notwithstanding section 1904

11

(relating to collection and disposition of fees and moneys),

12

fees collected under this section shall be allocated as follows:

13

(1)  Eighteen percent to the department for shared ride

14

transportation services and for administrative costs not to

15

exceed 2%.

16

(2)  Eighty-two percent to the Office of Vocational

17

Rehabilitation for grants to centers for independent living

18

in accordance with the act of December 12, 1994 (P.L.1023,

19

No.139), known as the Independent Living Services Act.

20

Section 3.  This act shall take effect in 60 days.
