| AN ACT |
| |
1 | Redesignating Duboistown Bridge, connecting Williamsport and |
2 | Duboistown over the Susquehanna River, Lycoming County, as |
3 | the Lance Corporal Abram Howard Memorial Bridge. |
4 | The General Assembly of the Commonwealth of Pennsylvania |
5 | hereby enacts as follows: |
6 | Section 1. Legislative findings. |
7 | (1) United States Marine Corps Lance Corporal Abram L. |
8 | Howard, from Williamsport, PA, was killed in action at 21 |
9 | years of age on July 27, 2010, Helmand Province, Afghanistan, |
10 | in support of Operation Enduring Freedom. |
11 | (2) Lance Corporal Howard enlisted in the United States |
12 | Marine Corps on April 9, 2007, and graduated in June 2007 |
13 | from Williamsport High School where he played football and |
14 | wrestled. |
15 | (3) Lance Corporal Howard entered boot camp at Parris |

1 | Island, South Carolina, on January 8, 2008. |
2 | (4) Lance Corporal Howard was a third generation Marine |
3 | and the 12th member of his family to enlist and serve. |
4 | (5) Following his graduation from Marine Combat Training |
5 | at Camp Lejeune, North Carolina, Lance Corporal Howard |
6 | graduated from Military Police School at Fort Leonard Wood, |
7 | Missouri, in September 2008. |
8 | (6) Lance Corporal Howard volunteered for deployment to |
9 | Afghanistan in December of 2009 and made the ultimate |
10 | sacrifice on July 27, 2010. |
11 | (7) While on a partnered patrol with Afghan National |
12 | Police and the United States Marines, his team was ambushed |
13 | and Lance Corporal Howard was fatally wounded. |
14 | (8) Without his judgment and decisive actions prior to |
15 | the attack, the rest of his team would have proceeded |
16 | directly into the enemy ambush, which would have ultimately |
17 | wounded or killed other members of his patrol. |
18 | (9) For his bravery, Lance Corporal Howard received the |
19 | Purple Heart, Navy and Marine Corps Commendation Medal with |
20 | distinguished "V" device, Combat Action Ribbon, National |
21 | Defense Medal, Afghanistan Campaign Medal, Global War on |
22 | Terrorism Medal, Sea Service Deployment Ribbon, Armed Forces |
23 | Service Medal and NATO Medal. |
24 | Section 2. Lance Corporal Abram Howard Memorial Bridge. |
25 | (a) Redesignation.--The Duboistown Bridge located on Arch |
26 | Street connecting Williamsport and Duboistown over the West |
27 | Branch of the Susquehanna River, Lycoming County, is hereby |
28 | redesignated the Lance Corporal Abram Howard Memorial Bridge. |
29 | (b) Signs.--The Department of Transportation shall erect and |
30 | maintain appropriate signs displaying the name of the bridge to |

1 | traffic in both directions on the bridge. |
2 | Section 3. Effective date. |
3 | This act shall take effect in 60 days. |
