AN ACT

Amending Title 75 (Vehicles) of the Pennsylvania Consolidated

2

Statutes, further providing for driver's license issuance and

3

content and for State and local administration.

The General Assembly of the Commonwealth of Pennsylvania

5

hereby enacts as follows:

6

Section 1.  Sections 1510(a) and 6102(a) of Title 75 of the

7

Pennsylvania Consolidated Statutes are amended to read:

8

§ 1510.  Issuance and content of driver's license.

9

(a)  General rule.--

10

(1)  The department shall, upon payment of the required

11

fee, issue to every qualified applicant a driver's license

12

indicating the type or general class of vehicles the licensee

13

is authorized to drive and any endorsements or restrictions,

14

which license, except as provided in subsection (j), shall

15

contain a distinguishing number assigned by the department to

16

the licensee, the actual name, date of birth, residence

address, a color photograph or photographic facsimile of the

2

licensee, such other information as may be required by the

3

department, and either a facsimile of the signature of the

4

licensee or a space upon which the licensee shall write his

5

usual signature with pen and ink. Program participants in the

6

Address Confidentiality Program under 23 Pa.C.S. Ch. 67 

7

(relating to domestic and sexual violence victim address

8

confidentiality) may use a substitute address designated by

9

the Office of Victim Advocate as their address.

(2)  The license shall, if appropriate:

11

(i)  clearly indicate that the qualified applicant is

12

an individual who:

13

(A)  served in the United States Armed Forces,

14

including a reserve component or National Guard; and

15

(B)  was honorably discharged or released from

16

that service; and

17

(ii)  contain the mark or insignia of the branch of

18

service under subparagraph (i)(A).

(3)  Personal medical data and other information for use

20

in an emergency may be included as a part of the license.

21

Information other than that required to identify the

22

licensee, the distinguishing number and the class of license

23

issued may be included in microdata form. Except as provided

24

in subsection (f), an applicant shall include his Social

25

Security number on his license application, but the Social

26

Security number shall not be included on the license. No

27

driver's license shall be valid until it has been signed by

28

the licensee.

§ 6102.  Powers and duties of department and local authorities.

(a)  Department.--

(1)  The department is charged with the duty of

3

administering the provisions of this title and of all laws

4

the administration of which is now or hereafter vested in the

5

department.

(2)  The department shall verify the status of a

7

qualified applicant under section 1510(a)(2) (relating to

8

issuance and content of driver's license) using a DD-214 or

9

NGB-22 in conjunction with a valid identification card issued

10

by:

11

(i)  the Federal agency; or

12

(ii)  a Commonwealth agency.

Section 2.  This act shall take effect in 180 days.
