| AN ACT |
| |
1 | Amending Title 75 (Vehicles) of the Pennsylvania Consolidated |
2 | Statutes, further providing for drivers in funeral |
3 | processions and for use and display of illuminated signs. | <-- |
4 | The General Assembly of the Commonwealth of Pennsylvania |
5 | hereby enacts as follows: |
6 | Section 1. Section 3107 of Title 75 of the Pennsylvania |
7 | Consolidated Statutes is amended by adding a subsection to read: |
8 | § 3107. Drivers in funeral processions. |

10 | (b.1) Visual signals authorized.--Notwithstanding any other |
11 | provision of this title to the contrary, a funeral director or |
12 | the director's representative may display flashing or revolving |
13 | purple lights on any funeral processional vehicle which is being |

3 | Section 2. Section 4307(a) of Title 75 is amended to read: | <-- |
4 | § 4307. Use and display of illuminated signs. |
5 | (a) [General rule.--Except as otherwise provided in this |
6 | section, no vehicle shall bear or display any illuminated signs, |
7 | letters, numerals or figures of any kind whatsoever.] |
8 | Specifications and prohibitions.-- |
9 | (1) Except as otherwise provided in this section, any |
10 | lighted lamp or illuminating device upon a motor vehicle, |
11 | other than head lamps, spot lamps, auxiliary lamps, flashing |
12 | turn signals, emergency vehicle warning lamps and school bus |
13 | warning lamps, which projects a beam of light of an intensity |
14 | not greater than 100 candela: |
15 | (i) Shall be so directed that no part of the high- |
16 | intensity portion of the beam will strike the level of |
17 | the roadway on which the vehicle stands at a distance of |
18 | more than 75 feet from the vehicle. |
19 | (ii) Shall measure not greater than a five and one- |
20 | half-inch width by four and one-half-inch height or five- |
21 | inch circumference for round versions and be located in |
22 | rear corner or rear-side corner windows only as not to |
23 | obstruct the driver's view. |
24 | (2) Flashing lights are prohibited on motor vehicles, |
25 | motorcycles and motor-drawn vehicles except as a means for |
26 | indicating a right or left turn. |
27 | (3) No person shall drive or move upon any highway any |
28 | vehicle or equipment with any lamp or device that displays a |
29 | red light visible from directly in front of the center of the |
30 | vehicle or equipment. |

6 | (f.1) Illuminated decal.--A vehicle may display a single |
7 | illuminated decal in the corner of the rear window so as not to |
8 | interfere with the driver or unduly distract a driver of another |
9 | vehicle upon the highway or trafficway. |
10 | (g) [Definition.--As used in this section, the term "food |
11 | delivery vehicle" means a vehicle engaged in the transportation |
12 | or conveyance of food products or items from their place of |
13 | origin or production to a place of delivery, which vehicle may |
14 | make intermittent stops that are customary in the routine |
15 | conduct of the business for which the transportation occurs.] |
16 | Definitions.--As used in this section, the following words and |
17 | phrases shall have the meanings given to them in this subsection |
18 | unless the context clearly indicates otherwise: |
19 | "Food delivery vehicle." A vehicle engaged in the |
20 | transportation or conveyance of food products or items from |
21 | their place of origin or production to a place of delivery. The |
22 | vehicle may make intermittent stops that are customary in the |
23 | routine conduct of the business for which the transportation |
24 | occurs. |
25 | "Illuminated decal." A battery-powered device measuring no |
26 | greater than six inches in width and six inches in height with |
27 | an illumination source not designed to project light beyond the |
28 | vehicle, but only to provide backlighting for a graphic. |
29 | Section 2 3. This act shall take effect in 60 days. | <-- |
