AN ACT

  

1

Directing the Legislative Budget and Finance Committee to

2

conduct a study determining the accessibility and

3

effectiveness of sickle cell disease services currently

4

funded by the Department of Health as well as the need for

5

additional services to meet the needs of people afflicted

6

with sickle cell disease in this Commonwealth.

7

The General Assembly of the Commonwealth of Pennsylvania

8

hereby enacts as follows:

Section 1.  Short title.

10

This act shall be known and may be cited as the Sickle Cell

11

Disease Program Study Act.

12

Section 2.  Definitions.

13

The following words and phrases when used in this act shall

14

have the meanings given to them in this section unless the

15

context clearly indicates otherwise:

16

"Committee."  The Legislative Budget and Finance Committee.

17

"Department."  The Department of Health of the Commonwealth.

18

Section 3.  Study to be conducted.

19

The committee shall conduct a study:

 


1

(1)  To determine the conditions, needs, issues and

2

problems related to sickle cell disease and its treatment.

3

(2)  To determine the adequacy and effectiveness of the

4

current sickle cell health care delivery system within this

5

Commonwealth.

6

(3)  To recommend to the General Assembly ways to address

7

any inadequacies or failures identified as a result of the

8

study and actions that must be taken to ensure that

9

appropriate programs and services are available throughout

10

this Commonwealth to those who need them.

Section 4.  Report.

A report on the results of the study from section 3 shall be

13

completed within 180 days of the effective date of this section.

14

Upon completion of the study, the committee shall submit a copy

15

of the report to:

16

(1)  The General Assembly.

17

(2)  The department, which shall make the report

18

available on the department's Internet website.

19

(3)  The Legislative Reference Bureau, which shall

20

publish the report in the Pennsylvania Bulletin.

21

Section 5.  Effective date.

22

This act shall take effect immediately.
