SENATOR MCILHINNEY, STATE GOVERNMENT, AS AMENDED, OCTOBER 9, 2009   

  

  

  

A CONCURRENT RESOLUTION

Establishing a commission of private and public sector cost-

2

minded leaders of this Commonwealth to study the management

3

of current government operations and to make recommendations

4

of cost-cutting measures.

5

WHEREAS, During this difficult economic recession, the

6

economic health of this Commonwealth is a top priority; and

7

WHEREAS, The tax burden of this Commonwealth's citizens and

8

businesses resulting from the cost of government operations and

9

administration can have a significant impact on the economic

10

health of the Commonwealth; and

11

WHEREAS, State government has an obligation of fiscal

12

responsibility and of limiting the tax burden it imposes; and

13

WHEREAS, There should be an organized bipartisan effort to

14

determine ways in which government can be made more efficient;

15

therefore be it

16

RESOLVED (the House of Representatives concurring), That a

17

government management and costs study commission of leaders from

18

the public and private sectors be established to study

Commonwealth government operations and the experience of other

2

states in an effort to propose changes which will reduce costs;

3

and be it further

4

RESOLVED, That the commission's recommendations include those

5

which:

6

(1)  cut costs;

7

(2)  increase efficiency;

8

(3)  consolidate like functions;

9

(4)  return functions and job creation opportunities to

10

the private sector; and

11

(5)  eliminate functions;

12

and be it further

13

RESOLVED, That the commission be comprised of ten members as

14

follows:

15

(1)  Three members to be appointed by the Majority Leader

16

of the Senate and two members to be appointed by the Minority

17

Leader of the Senate, with no more than one appointment from

18

each authority being a governmental official or employee.

19

(2)  Three members to be appointed by the Majority Leader

20

of the House of Representatives and two members to be

21

appointed by the Minority Leader of the House of

22

Representatives, with no more than one appointment from each

23

authority being a governmental official or employee;

24

and be it further

25

RESOLVED, That the commission be charged with electing one of

26

its members as chairman; and be it further

27

RESOLVED, That the appointments be made within 30 days of the

28

approval of this resolution by the Senate and the House of

29

Representatives; and be it further

30

RESOLVED, That the commission make a report of its findings

and recommendations to the Governor and appointing authorities

2

by June 30, 2009 2010, at which time the commission shall cease

to exist; and be it further

RESOLVED, That the commission rely on the existing staff of

5

the appointing authorities to the greatest extent possible; and

be it further

RESOLVED, That necessary and reasonable costs and

8

expenditures of the commission be paid from funds already

9

appropriated to the General Assembly.
