A RESOLUTION

Designating the week of April 19 through 25, 2009, as "National

2

Volunteer Week" in Pennsylvania.

3

WHEREAS, "National Volunteer Week" offers the opportunity to

4

thank some of the nation's most valuable citizens and to

5

recognize the myriad of ways that volunteers improve American

6

communities; and

7

WHEREAS, Established in 1974, "National Volunteer Week" began

8

when President Richard M. Nixon signed an executive order to

9

establish the week as an annual celebration; and

10

WHEREAS, Volunteers have the power to inspire by example

11

because they encourage the people receiving help and also

12

motivate people to serve; and

13

WHEREAS, This year's theme, "Celebrating People in Action,"

14

captures the meaning behind this signature week, honoring the

15

individuals who dedicate themselves to taking action and solving

16

problems in local communities; and

WHEREAS, Volunteers are at the center of social change and

2

have the power to make a difference, because giving of oneself

3

in service to another empowers both the giver and the recipient;

4

and

5

WHEREAS, "National Volunteer Week" focuses attention on

6

celebrating people who strive to renew our national commitment

7

and the culture of service that has shaped America; and

8

WHEREAS, The Hands On Network, which is generated by the

9

Points of Light Institute, is a national nonprofit organization

10

whose core mission is to inspire, equip and mobilize people to

11

take action that changes the world and has a network of more

12

than 250 affiliates which serve in all 50 states and ten

13

countries and in 2007 alone helped to deliver more than 33

14

million hours of volunteer service; and

15

WHEREAS, According to the United States Department of Labor,

16

Bureau of Labor Statistics, about 61.8 million people

17

volunteered through or for an organization at least once between

18

September 2007 and September 2008; and

19

WHEREAS, In this Commonwealth, volunteers give of their time

20

and talents to help Pennsylvania's most vulnerable citizens,

21

including those who are homeless and hungry, elderly persons,

22

at-risk youth and citizens with disabilities; and

23

WHEREAS, Volunteers effect positive change through large and

24

small volunteer actions; and

25

WHEREAS, Volunteers are a vital component of this nation's

26

future and its citizens' combined efforts ensure a true

27

commitment of service to others; therefore be it

28

RESOLVED, That the Senate designate the week of April 19

29

through 25, 2009, as "National Volunteer Week" in Pennsylvania.
