| AN ACT |
| |
1 | Designating a portion of Route 8 in the Borough of Etna, |
2 | Allegheny County, as the Chief Warrant Officer Michael J. |
3 | Novosel Memorial Highway; and making a related repeal. |
4 | The General Assembly of the Commonwealth of Pennsylvania |
5 | hereby enacts as follows: |
6 | Section 1. Chief Warrant Officer Michael J. Novosel Memorial |
7 | Highway. |
8 | (a) Declaration of policy.--The General Assembly finds and |
9 | declares as follows: |
10 | (1) On October 2, 1969, in the Kien Tuong Province, |
11 | Republic of Vietnam, Chief Warrant Officer Michael J. |
12 | Novosel, with conspicuous gallantry and intrepidity in action |
13 | at the risk of his life and above and beyond the call of |
14 | duty, distinguished himself while serving as commander of a |
15 | medical evacuation helicopter. |
16 | (2) Chief Warrant Officer Novosel unhesitatingly |
17 | maneuvered his helicopter into a heavily fortified and |
18 | defended enemy training area where a group of wounded |

1 | Vietnamese soldiers were pinned down by a large enemy force. |
2 | (3) On six occasions while flying without gunship or |
3 | other cover and exposed to intense enemy fire Chief Warrant |
4 | Officer Novosel was forced out of the area and circled back |
5 | from a different direction in order to extract friendly |
6 | troops. |
7 | (4) Near the end of the mission a wounded soldier was |
8 | spotted close to an enemy bunker. Fully realizing that he |
9 | would attract enemy fire, Chief Warrant Officer Novosel |
10 | attempted and extracted the soldier while being injured |
11 | himself. |
12 | (5) In all, 15 extractions were performed in order to |
13 | remove wounded personnel. As a direct result of his selfless |
14 | conduct, the lives of 29 soldiers were saved. |
15 | (6) The extraordinary heroism displayed by Chief Warrant |
16 | Officer Novosel was an inspiration to his comrades in arms |
17 | and reflects great credit on him, his unit and the United |
18 | States Army. |
19 | (b) Designation.--Route 8 in the Borough of Etna, Allegheny |
20 | County is hereby designated as the Chief Warrant Officer Michael |
21 | J. Novosel Memorial Highway in recognition of the Medal of Honor |
22 | recipient. |
23 | (c) Signs.--Department of Transportation shall erect and |
24 | maintain appropriate signs to indicate the designation under |
25 | subsection (b). |
26 | Section 2. Repeals. |
27 | (a) Intent.--The General Assembly declares that the repeal |
28 | under subsection (b) is necessary to effectuate this act. |
29 | (b) Provision.--Section 9 of the act of December 9, 2002 |
30 | (P.L.1412, No.178), entitled "An act designating a portion of |

2 | County Courthouse Highway; designating the Mon/Fayette |
3 | Expressway interchange connecting to Commonwealth Avenue and |
4 | State Route 837 in the City of Duquesne as the First Sergeant |
5 | Leonard Funk, Jr., Interchange; designating the Mon/Fayette |
6 | Expressway interchange with East Pittsburgh-McKeesport Boulevard |
7 | in North Versailles as the Captain Michael John Estocin |
8 | Interchange; designating an interchange of the Mon/Fayette |
9 | Expressway with I-376 in Monroeville, Westmoreland County, as |
10 | the Captain James A. Graham Interchange; designating the half |
11 | interchange including only the westbound Mon/Fayette Expressway |
12 | to I-376 and eastbound I-376 to Mon/Fayette in the City of |
13 | Pittsburgh as the Lance Corporal William R. Prom Interchange; |
14 | designating the Mon/Fayette Expressway interchange with Sixth |
15 | Street in Braddock as the Ensign Henry Clay Drexler Interchange; |
16 | designating the half interchange of the Mon/Fayette Expressway, |
17 | including only westbound off and eastbound on movements, with |
18 | Second Avenue in the City of Pittsburgh as the Corporal Charles |
19 | E. Kelly Interchange; designating the interchange with Business |
20 | Route 22 in Wilkins Township, Allegheny County, as the Staff |
21 | Sergeant John Minick Interchange; designating the half |
22 | interchange with access road connecting to Thompson Run Road in |
23 | Penn Hills Township as the Chief Warrant Officer Michael J. |
24 | Novosel Interchange; designating the interchange with Second |
25 | Avenue at the north end of Glenwood Bridge in the City of |
26 | Pittsburgh as the Private First Class John 'Jack' Kelly |
27 | Interchange; designating the interchange connecting Camp Hollow |
28 | Road in West Mifflin and Pittsburgh-McKeesport Boulevard |
29 | (Richland Avenue) in Dravosburg as the Private Franklin J. |
30 | Phillips Interchange; designating a section of State Route 1011 |

1 | in Clearfield, Cameron and Elk Counties as the Quehanna Highway; |
2 | and designating the interchange, Exit 44, at Route 136 and Dry |
3 | Run Road in Washington County as the Staff Sergeant Karl Gorman |
4 | Taylor, Sr., Interchange," is repealed. |
5 | Section 3. Effective date. |
6 | This act shall take effect in 60 days. |
