| A RESOLUTION |
| |
1 | Congratulating Joseph Miller on his retirement from the House of |
2 | Representatives. |
3 | WHEREAS, Joseph Miller has announced that he will retire from |
4 | the Pennsylvania House of Representatives on June 29, 2010, |
5 | having served the Commonwealth for 37 years in both the |
6 | legislative and executive branches; and |
7 | WHEREAS, Mr. Miller began his career with the House of |
8 | Representatives in 1975 as one of the original members of the |
9 | Republican Research Staff, serving at various times as staff to |
10 | the Military Affairs, Consumer Affairs, Mines and Energy and |
11 | Commerce Committees; and |
12 | WHEREAS, During the 1980s, Mr. Miller served in a variety of |
13 | positions within the Governor's Energy Council under Lieutenant |

1 | Governor William Scranton where he assisted in the development |
2 | of the Commonwealth's policies regarding energy development, |
3 | utility reform, renewable energy and energy conservation; and |
4 | WHEREAS, Upon his return to the House of Representatives in |
5 | 1987, Mr. Miller was named Executive Director of the House |
6 | Commerce and Economic Development Committee; and |
7 | WHEREAS, In 1995 Mr. Miller was appointed Director of |
8 | Research for the Republican Caucus by former Speaker Matthew J. |
9 | Ryan. In this position he has been responsible for managing a |
10 | staff of more than 70 employees who support the 23 standing |
11 | committees of the House of Representatives. Mr. Miller has also |
12 | continued to serve as Executive Director of the House Commerce |
13 | Committee; and |
14 | WHEREAS, Mr. Miller has served as a key advisor to Republican |
15 | leadership and members of the House of Representatives where he |
16 | has significantly impacted the development of caucus policies |
17 | and priorities; and |
18 | WHEREAS, During his tenure with the legislature, Mr. Miller |
19 | has been integrally involved in developing the majority of key |
20 | legislative initiatives, such as the Clean Indoor Air Act, the |
21 | Right-to-Know Law, the Keystone Opportunity Zone provisions and, |
22 | annually, the diverse legislative pieces necessary to implement |
23 | the General Appropriation Act. In all these endeavors, Mr. |
24 | Miller has earned the admiration and respect of all those with |
25 | whom he has served for his professionalism, dedication, |
26 | expertise and strong work ethic. As a result, over the years, he |
27 | has become a mentor and role model for many; and |
28 | WHEREAS, Mr. Miller has been married for 29 years to his wife |
29 | Marlene, who has also faithfully served the people of |
30 | Pennsylvania as a staff member with the House Democratic Caucus |

1 | and who will join him in retirement on June 29, 2010. Joe and |
2 | Marlene are the proud parents of two daughters: Erin, a graduate |
3 | of Moravian College; and Hayley, a graduate of Marywood |
4 | University; therefore be it |
5 | RESOLVED, That the House of Representatives warmly |
6 | congratulate its friend and colleague, Joseph Miller, on his |
7 | retirement from the House of Representatives, express its |
8 | gratitude for his years of exemplary public service to this |
9 | chamber and the citizens of this Commonwealth and wish him and |
10 | his wife Marlene much happiness in the coming years; and be it |
11 | further |
12 | RESOLVED, That a copy of this resolution be transmitted to |
13 | Joseph Miller. |
