INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, JUNE 25, 2010  

A RESOLUTION

Congratulating Joseph Miller on his retirement from the House of

Representatives.

WHEREAS, Joseph Miller has announced that he will retire from

the Pennsylvania House of Representatives on June 29, 2010,

having served the Commonwealth for 37 years in both the

legislative and executive branches; and

WHEREAS, Mr. Miller began his career with the House of

Representatives in 1975 as one of the original members of the

Republican Research Staff, serving at various times as staff to

the Military Affairs, Consumer Affairs, Mines and Energy and

Commerce Committees; and

WHEREAS, During the 1980s, Mr. Miller served in a variety of

positions within the Governor's Energy Council under Lieutenant

Governor William Scranton where he assisted in the development

of the Commonwealth's policies regarding energy development,

utility reform, renewable energy and energy conservation; and

WHEREAS, Upon his return to the House of Representatives in

1987, Mr. Miller was named Executive Director of the House

Commerce and Economic Development Committee; and

WHEREAS, In 1995 Mr. Miller was appointed Director of

Research for the Republican Caucus by former Speaker Matthew J.

Ryan. In this position he has been responsible for managing a

staff of more than 70 employees who support the 23 standing

committees of the House of Representatives. Mr. Miller has also

continued to serve as Executive Director of the House Commerce

Committee; and

WHEREAS, Mr. Miller has served as a key advisor to Republican

leadership and members of the House of Representatives where he

has significantly impacted the development of caucus policies

and priorities; and

WHEREAS, During his tenure with the legislature, Mr. Miller

has been integrally involved in developing the majority of key

legislative initiatives, such as the Clean Indoor Air Act, the

Right-to-Know Law, the Keystone Opportunity Zone provisions and,

annually, the diverse legislative pieces necessary to implement

the General Appropriation Act. In all these endeavors, Mr.

Miller has earned the admiration and respect of all those with

whom he has served for his professionalism, dedication,

expertise and strong work ethic. As a result, over the years, he

has become a mentor and role model for many; and

WHEREAS, Mr. Miller has been married for 29 years to his wife

Marlene, who has also faithfully served the people of

Pennsylvania as a staff member with the House Democratic Caucus

and who will join him in retirement on June 29, 2010. Joe and

Marlene are the proud parents of two daughters: Erin, a graduate

of Moravian College; and Hayley, a graduate of Marywood

University; therefore be it

RESOLVED, That the House of Representatives warmly

congratulate its friend and colleague, Joseph Miller, on his

retirement from the House of Representatives, express its

gratitude for his years of exemplary public service to this

chamber and the citizens of this Commonwealth and wish him and

his wife Marlene much happiness in the coming years; and be it

further

RESOLVED, That a copy of this resolution be transmitted to

Joseph Miller.
