| A RESOLUTION |
| |
1 | Supporting the participation of the Republic of China (Taiwan) |
2 | as an observer in the United Nations Framework Convention on |
3 | Climate Change and in the International Civil Aviation |
4 | Organization. |
5 | WHEREAS, The Commonwealth of Pennsylvania and Taiwan have a |
6 | long history of friendship, embodied in a fruitful relationship |
7 | of economic cooperation; and |
8 | WHEREAS, The members of the Taiwanese-American community in |
9 | Pennsylvania maintain close ties with family and friends in |
10 | their native land and are concerned about their safety, well- |
11 | being and development; and |
12 | WHEREAS, Climate change has become a major global issue |
13 | confronting humanity in the 21st century; and |
14 | WHEREAS, Global warming seriously affects the sustainable |
15 | development and welfare of Taiwan's 23 million people; and |
16 | WHEREAS, Taiwan was devastated by Typhoon Morakot in August |
17 | 2009, which caused severe loss of life and property; and |
18 | WHEREAS, The United Nations Framework Convention on Climate |

1 | Change (UNFCCC) preamble acknowledges that the global nature of |
2 | climate change calls for the widest possible cooperation by all |
3 | countries and their participation in an effective and |
4 | appropriate response; and |
5 | WHEREAS, For political reasons, Taiwan has long been excluded |
6 | from the United Nations' affiliated UNFCCC and related |
7 | mechanisms; and |
8 | WHEREAS, Taiwan is unable to access UNFCCC resources such as |
9 | the international disaster early warning system and is |
10 | vulnerable to climate change; and |
11 | WHEREAS, According to the 2009 Key World Energy Statistics |
12 | released by the International Energy Agency, Taiwan ranks as the |
13 | 22nd largest emitter of carbon dioxide and the 18th largest per |
14 | capita; and |
15 | WHEREAS, Taiwan is the world's 26th largest economy and 18th |
16 | largest trading country; and |
17 | WHEREAS, Taiwan has the means and incentive to assume its due |
18 | responsibilities in the fight against global warming; and |
19 | WHEREAS, Inclusion in the UNFCCC as an observer will enable |
20 | Taiwan to make valuable contributions to the international |
21 | community; and |
22 | WHEREAS, For political reasons, Taiwan has also been barred |
23 | from participation in the UN-affiliated International Civil |
24 | Aviation Organization (ICAO) and related mechanisms; and |
25 | WHEREAS, Taiwan has no access to timely information released |
26 | by ICAO on topics such as air flight route planning, air traffic |
27 | flow management, beacon codes and airspace control; and |
28 | WHEREAS, Taiwan is a key air transport hub that links |
29 | Northeast and Southeast Asia with around 2,600 weekly flights to |
30 | and from neighboring countries; and |

1 | WHEREAS, The Taipei Flight Information Region under Taiwan's |
2 | jurisdiction covers 176,000 square nautical miles, services 12 |
3 | international and four domestic routes and has 1.35 million |
4 | controlled flights pass through every year; and |
5 | WHEREAS, Some 174,000 international flights carrying more |
6 | than 35 million passengers arrived in and departed from Taiwan |
7 | in 2008; and |
8 | WHEREAS, According to its compiled 2008 statistics, Airports |
9 | Council International ranked Taiwan's Taoyuan International |
10 | Airport as the world's 11th largest airport by international |
11 | cargo volume and 19th in terms of international passenger |
12 | services; and |
13 | WHEREAS, Taiwan's inclusion in the ICAO as an observer will |
14 | ensure the aviation safety of passengers from both Taiwan and |
15 | abroad; and |
16 | WHEREAS, In April 2009, Taiwan's Health Minister was invited |
17 | by the Director-General of the World Health Organization to lead |
18 | a delegation to attend the 62nd World Health Assembly as an |
19 | observer, setting a precedent for Taiwan's participation in UN- |
20 | specialized agencies; therefore be it |
21 | RESOLVED, That the House of Representatives of the |
22 | Commonwealth of Pennsylvania support the participation of the |
23 | Republic of China (Taiwan) as an observer in the United Nations |
24 | Framework Convention on Climate Change and in the International |
25 | Civil Aviation Organization; and be it further |
26 | RESOLVED, That copies of this resolution be transmitted to |
27 | the United States Department of State and each member of the |
28 | Pennsylvania Congressional Delegation. |
