| A RESOLUTION |
| |
1 | Designating April 20, 2010, as "Pennsylvania Health Care |
2 | Information Technology Day." |
3 | WHEREAS, Health care costs represent 16% of gross domestic |
4 | product nationally; and |
5 | WHEREAS, Seventy percent of health care transactions are |
6 | paper based; and |
7 | WHEREAS, The health care industry invests only 5% of revenue |
8 | on information technology and management systems, versus 10.5% |
9 | of other data-intensive industries, such as banking; and |
10 | WHEREAS, President Barack Obama signed the American Recovery |
11 | and Reinvestment Act of 2009 (Public Law 111-5, 123 Stat. 115), |
12 | which allocates $19.2 billion to invest in health care |
13 | information technology; and |
14 | WHEREAS, A recent study by the Commonwealth Fund has |

1 | demonstrated that the use of automated clinical decision support |
2 | systems can result in the net reduction of $538 per patient per |
3 | hospital stay; and |
4 | WHEREAS, The Institute of Medicine reports there are at least |
5 | 1.5 million preventable adverse drug events per year, each |
6 | adding more than $8,700 to the cost of a hospital stay; and |
7 | WHEREAS, This nation spends more than $1.9 trillion on health |
8 | care per year, yet one-half of that spending is unnecessary |
9 | because it is spent on clinical and administrative waste, theft |
10 | and excess cost; and |
11 | WHEREAS, The American Hospital Association reports that this |
12 | Commonwealth's hospitals and health systems are outpacing |
13 | hospitals nationally in their adoption and use of clinical |
14 | information technology and information management systems; and |
15 | WHEREAS, Health care providers in this Commonwealth report an |
16 | improved ability to recruit physicians coming out of medical |
17 | school when advanced information technology is employed at their |
18 | sites; and |
19 | WHEREAS, Despite leadership in this area, only 17% of |
20 | hospitals in this Commonwealth report that most of their medical |
21 | practitioners routinely use information technology for clinical |
22 | interventions, such as ordering medications; therefore be it |
23 | RESOLVED, That the House of Representatives designate April |
24 | 20, 2010, as "Pennsylvania Health Care Information Technology |
25 | Day"; and be it further |
26 | RESOLVED, That the House of Representatives recognize the |
27 | importance of raising awareness of health care information |
28 | technology and the vital role it will play in helping to save |
29 | lives and reduce the cost of health care for all citizens of |
30 | this Commonwealth; and be it further |

1 | RESOLVED, That the House of Representatives welcome friends, |
2 | supporters and members of the Healthcare Information and |
3 | Management Systems Society on their visit to Harrisburg and the |
4 | State Capitol to promote better health care in this Commonwealth |
5 | through broader adoption of advanced health care information |
6 | technology and management systems on this "Pennsylvania Health |
7 | Care Information Technology Day." |
