| A RESOLUTION |
| |
1 | Urging the members of the Congress of the United States to |
2 | promote the drilling of oil and natural gas in the United |
3 | States to help meet energy demands. |
4 | WHEREAS, This nation needs a balanced energy policy that |
5 | promotes energy efficiency, conservation and greater supplies of |
6 | all forms of energy, including domestic oil and natural gas, |
7 | especially with energy demands increasing every year in the |
8 | United States and abroad; and |
9 | WHEREAS, According to the Energy Information Administration, |
10 | natural gas and oil currently supply more than 60% of this |
11 | nation’s energy needs, with this level remaining fairly |
12 | consistent over the next 20 years despite the increasing use of |
13 | renewable energy sources such as solar and wind; and |
14 | WHEREAS, In 2008, the United States spent $453 billion alone |
15 | on imported crude oil and other related products and dealt with |
16 | rapidly changing energy market prices; and |

1 | WHEREAS, Tapping into oil and natural gas fields in the |
2 | United States would greatly benefit the nation through improving |
3 | national security and the economy, reducing the dependency on |
4 | foreign sources of oil, creating new high-paying American jobs, |
5 | increasing revenues and improving this nation's balance of |
6 | trade; and |
7 | WHEREAS, By permitting oil and natural gas development in |
8 | areas of Alaska, in offshore sources and other onshore areas |
9 | within the United States, these goals can be met; and |
10 | WHEREAS, According to the American Petroleum Institute, in |
11 | 2030, the United States could potentially produce 1.125 million |
12 | barrels of oil and 2.4 billion cubic feet of natural gas per day |
13 | in nonpark areas of Alaska and Rocky Mountain states; and |
14 | WHEREAS, A United States Geological Survey assessment shows |
15 | the Bakken Formation in North Dakota and Montana has an |
16 | estimated 3 to 4.3 billion barrels of recoverable oil; and |
17 | WHEREAS, The Department of Energy reports that natural gas |
18 | formations throughout this nation have a combined recoverable |
19 | supply estimated at 2,074 trillion cubic feet, which at current |
20 | yearly United States usage of 25 trillion cubic feet, would |
21 | supply the nation with at least 83 years worth of natural gas; |
22 | and |
23 | WHEREAS, The Marcellus Shale formation in Pennsylvania, and |
24 | the Haynesville Shale formation in northwestern Louisiana, both |
25 | largely undeveloped, are estimated to contain more than 250 |
26 | trillion cubic feet of recoverable natural gas; and |
27 | WHEREAS, Recent advances in technology and drilling |
28 | techniques allow for the efficient and economical recovery of |
29 | oil and natural gas in areas once thought unrecoverable and |
30 | permit this extraction to be accomplished in a more |

1 | environmentally conscious manner; and |
2 | WHEREAS, Given the fact that there is various energy related |
3 | legislation currently before the Congress, it is important not |
4 | to forget the significant role that oil and natural gas will |
5 | continue to play in this nation's energy mix; therefore be it |
6 | RESOLVED, That the House of Representatives of the |
7 | Commonwealth of Pennsylvania urge the Congress of the United |
8 | States to develop methods to encourage the further exploration |
9 | and production of oil and natural gas in nontraditional areas |
10 | throughout the United States to help meet the continuing need |
11 | for oil and natural gas as part of our national energy strategy; |
12 | and be it further |
13 | RESOLVED, That this resolution be transmitted to the |
14 | President of the United States and all members of the |
15 | Pennsylvania Congressional Delegation. |
