A RESOLUTION

Expressing condolences upon the passing of the Honorable Arthur

2

R. Palumbo, mayor of Windber, Somerset County.

3

WHEREAS, The Honorable Arthur R. Palumbo, mayor of Windber,

4

passed away on December 18, 2009; and

5

WHEREAS, Mayor Palumbo was elected to serve his community as

6

mayor for three terms and previously served as a borough

7

councilman for several terms; and

8

WHEREAS, Mayor Palumbo was known for seeking solutions that

9

would benefit the entire community, not just a few individuals;

10

and

11

WHEREAS, An exceptional scholar-athlete, Mayor Palumbo played

12

football, wrestled and ran track at Windber Area High School and

13

continued his athletic endeavors in football and track at

14

Concord University in West Virginia, where he earned a bachelor

of science degree in education; and

2

WHEREAS, Mayor Palumbo subsequently taught high school

3

science and later earned a master's degree in education from

4

Frostburg State University in Maryland; and

5

WHEREAS, Mayor Palumbo went on to serve as principal and

6

wrestling coach at Conemaugh Valley High School for 19 years;

7

and

8

WHEREAS, Mayor Palumbo's coaching and teaching work included

9

coaching football at Manassas High School in Virginia, football

10

and wrestling at Killingly High School in Danielson,

11

Connecticut, football at St. Francis University, football and

12

track at Everett High School, football and track at Shade High

13

School, football and wrestling at Johnstown High School and

14

football with the semipro Johnstown Miners; and

15

WHEREAS, As a key organizer of the Ken Lantzy All-Star

16

Classic for 36 years, Mayor Palumbo helped to nurture and

17

protect a vital football tradition in Cambria County; and

18

WHEREAS, Mayor Palumbo was a 2009 inductee of the Windber

19

Area Hall of Fame for his untiring service to the community; and

20

WHEREAS, In honor of his dedication and selfless service to

21

thousands of scholar-athletes, the Arthur R. Palumbo Scholarship

22

for Academic Excellence is annually awarded in his name; and

23

WHEREAS, During his transition from teacher and coach to

24

public servant, Mayor Palumbo managed Palumbo's Tavern in

25

Johnstown and promoted numerous communitywide charity events;

26

and

27

WHEREAS, Mayor Palumbo is survived by his wife, Patricia; a

28

son, Brigadier General Raymond Palumbo; two daughters, Cynthia

29

and Sandra; two stepchildren, Michael and Jennifer; and

30

grandchildren; and

WHEREAS, Mayor Palumbo served his community and this

2

Commonwealth faithfully as a public servant and educator

3

throughout his life; therefore be it

4

RESOLVED, That the House of Representatives express

5

condolences upon the passing of the Honorable Arthur R. Palumbo,

6

mayor of Windber, Somerset County.
