| A RESOLUTION |
| |
1 | Memorializing the Congress of the United States in its health |
2 | care reform decisions to apply the American Cancer Society's |
3 | guidelines for breast cancer screening. |
4 | WHEREAS, The United States Preventative Services Task Force |
5 | (USPSTF) acknowledges that breast cancer is the second-leading |
6 | cause of cancer death among women in the United States; and |
7 | WHEREAS, The USPSTF further states that widespread use of |
8 | screening, along with treatment advances in recent years, has |
9 | been credited with significant reductions in breast cancer |
10 | mortality; and |
11 | WHEREAS, The USPSTF concludes that the harm resulting from |
12 | screening for breast cancer includes psychological harm, |
13 | unnecessary imaging tests and biopsies in women without cancer |
14 | and inconvenience due to false-positive screening results |

1 | outweigh the benefits of regular screening for breast cancer; |
2 | and |
3 | WHEREAS, In November 2009, the USPSTF released a report with |
4 | new recommendations for screening women for breast cancer; and |
5 | WHEREAS, The USPSTF recommends against teaching women breast |
6 | self-examination, recommends against routine screening |
7 | mammography in women 40 to 49 years of age and for women over 50 |
8 | years of age, the USPSTF recommends biennial screening |
9 | mammography; and |
10 | WHEREAS, The American Cancer Society reports that the rates |
11 | of women dying from breast cancer have been declining since |
12 | 1990; and |
13 | WHEREAS, The decline in death rates is due to the result of |
14 | increased awareness, earlier detection through screening and |
15 | improved treatment; and |
16 | WHEREAS, Of all breast cancers, 61% are diagnosed at a |
17 | localized stage for which the survival rate is 98%; and |
18 | WHEREAS, There are approximately 103,000 women in this |
19 | Commonwealth living with breast cancer, and three out of four |
20 | cases of breast cancer arise in women with no known risk |
21 | factors; and |
22 | WHEREAS, The Pennsylvania Breast Cancer Coalition reports |
23 | that approximately 9,500 women in this Commonwealth are |
24 | diagnosed with breast cancer each year; and |
25 | WHEREAS, Women's health is essential to the health of our |
26 | families, our communities and our society; and |
27 | WHEREAS, Clinical breast examinations, regular mammograms and |
28 | breast self-examinations are the best means of detecting breast |
29 | cancer; and |
30 | WHEREAS, The American Cancer Society continues to recommend |

1 | annual screening using mammography and clinical breast |
2 | examination for all women beginning at 40 years of age; and |
3 | WHEREAS, The American College of Obstetricians and |
4 | Gynecologists recommends continued mammography screening for |
5 | patients 40 years of age and older and advises that breast self- |
6 | examination has the potential to detect palpable breast cancer; |
7 | and |
8 | WHEREAS, The Pennsylvania Breast Cancer Coalition strongly |
9 | disagrees with the recommendations of the USPSTF; therefore be |
10 | it |
11 | RESOLVED, That the House of Representatives memorialize the |
12 | Congress of the United States in its health care reform |
13 | decisions to apply the American Cancer Society's guidelines for |
14 | breast cancer screening, which state that women 40 years of age |
15 | and older should receive yearly mammograms as an important tool |
16 | for detecting and fighting breast cancer. |
