A RESOLUTION

Honoring the life and expressing profound sorrow upon the

2

passing of Pennsylvania State Trooper Joshua D. Miller, who

3

lost his life in the line of duty on June 7, 2009, while

4

protecting the citizens of this Commonwealth.

5

WHEREAS, Pennsylvania State Trooper Joshua D. Miller was born

6

on June 12, 1974, in Pittston and graduated from Pittston Area

7

High School in 1992, where his teachers described him as not

8

only forthright, intelligent and kind, but also very spirited;

WHEREAS, Trooper Miller, who enlisted in the United States

3

Marine Corps in 1993, was the true embodiment of "Semper

4

Fidelis" according to fellow Marine and friend, Rochester, New

5

York Police Officer Brian Phillips; and

6

WHEREAS, Upon separation from active duty, having been

7

honorably discharged after attaining the rank of Corporal,

8

Trooper Miller worked at the Monroe County Prison while

9

attending Lackawanna Junior College to pursue his goal of

10

becoming a law enforcement officer; and

11

WHEREAS, In 1999, Trooper Miller completed his training and

12

joined the Tunkhannock Police Department, where he served until

13

2002; and

14

WHEREAS, After years of hard work, Trooper Miller realized

15

his dream of becoming a Pennsylvania State Trooper in 2002 and

16

was stationed in Bethlehem; and

17

WHEREAS, Following his transfer to Troop N, Trooper Miller

18

was selected as a member of an elite unit within the

19

Pennsylvania State Police that conducted an aggressive patrol in

20

Monroe County and was stationed in Swiftwater; and

21

WHEREAS, In 2005, Trooper Miller married the love of his

22

life, the former Angela Bowman, with whom he enjoyed hunting and

23

spending quality time with family; and

24

WHEREAS, Trooper Miller was the proud and beloved father of

25

three daughters, Justine, Breana and Joselyn; and

26

WHEREAS, On June 7, 2009, at approximately 7:45 p.m., Trooper

27

Miller, accompanied by fellow Pennsylvania State Trooper Robert

28

Lombardo, responded to a call regarding a man who had violated a

29

protection from abuse order and had kidnapped his young son at

30

gunpoint; and

WHEREAS, A 40-minute, high-speed chase ensued, starting in

2

Nazareth and ending in Coolbaugh Township when Troopers Miller

3

and Lombardo pinned the car holding the kidnapper and the child

4

into a guardrail; and

5

WHEREAS, Following procedure, Troopers Miller and Lombardo

6

rushed the driver of the car hoping to remove him from the

7

vehicle and save the child when the driver fired shots at them

8

at point-blank range, killing Trooper Miller and injuring

9

Trooper Lombardo; and

10

WHEREAS, Because of the brave actions of Troopers Miller and

11

Lombardo, the child was safely removed from the car by two other

12

officers; and

13

WHEREAS, According to Lt. Col. Lenny Bandy, Lieutenant of

14

Operations for the Pennsylvania State Police, Trooper Miller was

15

truly, "A hero who laid down his life instead of swerving from

16

duty"; and

17

WHEREAS, Trooper Miller, beloved husband of Angela, adoring

18

father of Justine, Breana and Joselyn, son of Peggy Hurysh and

19

the late Walter Miller, brother to Jeremy, Daniel, Joel and

20

Jacob Miller and Season Hurysh, was serving the people of this

21

great Commonwealth with the utmost honor, integrity and bravery

22

at the time of his tragic passing; and

23

WHEREAS, Upon the occasion of his funeral, held in Charlie

24

Trippi Stadium at Pittston Area High School to accommodate the

25

400 Pennsylvania State Troopers who attended, accompanied by

26

their brethren, troopers from 48 states, coming from as far away

27

as Alaska, fellow Pennsylvania State Trooper and friend Nicholas

28

Cortes described Trooper Miller as "An angel at my side who

29

would never leave a brother behind"; and

30

WHEREAS, Family, friends and all who knew Trooper Miller

deeply mourn the extinguishing of the star of his barracks and

2

remember his unconquerable spirit, courage, love and devotion;

3

therefore be it

4

RESOLVED, That the House of Representatives honor the life

5

and extend its most sincere and heartfelt condolences for the

6

supreme sacrifice of Pennsylvania State Trooper Joshua D. Miller

7

who died in the line of duty on June 7, 2009, in Coolbaugh

8

Township; and be it further

9

RESOLVED, That the House of Representatives realize that

10

Trooper Miller left behind three precious daughters and

11

encourage those citizens of the Commonwealth who have been moved

12

by his family's loss to contribute to the Joshua Miller Memorial

13

Fund c/o P&G Federal Credit Union, 51 Warren Street,

14

Tunkhannock, Pennsylvania 18657; and be it further

15

RESOLVED, That copies of this resolution be given to the

16

family of Pennsylvania State Trooper Joshua D. Miller.
