A RESOLUTION

Directing the Legislative Budget and Finance Committee to

2

examine the equity of the current formula for funding

3

volunteer firefighters' relief associations.

4

WHEREAS, State funding of volunteer fire departments through

5

firefighters' relief associations is generated by a 2% tax on

6

fire insurance purchased by Commonwealth citizens from companies

7

not incorporated in Pennsylvania; and

8

WHEREAS, There are 1,973 volunteer firefighters' relief

9

associations in this Commonwealth; and

10

WHEREAS, One thousand one hundred forty-one of these

11

volunteer firefighters' relief associations have total monetary

12

assets of less than $50,000 and 30 have total monetary assets of

13

less than $2,000; and

14

WHEREAS, The allocation of each volunteer firefighters'

relief association is determined by a formula based on the

2

population and market value of real estate in the municipality

3

served by the relief association; and

4

WHEREAS, The Foreign Fire Insurance Tax Distribution Law

5

(Chapter 7 of the Municipal Pension Plan Funding Standard and

6

Recovery Act) requires that 50% of the funding generated by the

7

fire insurance tax be distributed based on the population of a

8

municipality in proportion to the population of the entire

9

Commonwealth and the remaining 50% be distributed based on the

10

market value of the real estate of a municipality in proportion

11

to the market value of real estate for the entire Commonwealth;

12

and

13

WHEREAS, A change to the formula for the distribution of

14

funds to volunteer firefighters' relief associations may result

15

in greater equity in funding volunteer fire departments;

16

therefore be it

17

RESOLVED, That the House of Representatives direct the

18

Legislative Budget and Finance Committee to examine the equity

19

of the current formula for funding volunteer firefighters'

20

relief associations and report its findings to the House of

21

Representatives along with any recommended changes to the

22

distribution formula within six months of passage of this
