| AN ACT |
| |
1 | Amending Title 75 (Vehicles) of the Pennsylvania Consolidated |
2 | Statutes, in fees, further providing for annual hauling | <-- |
3 | permits; in size, weight and load, further providing for |
4 | conditions of permits and security for damages and for permit |
5 | for movement of bulk refined oil; and providing for permit |
6 | for movement of nonhazardous liquid glue. |
7 | The General Assembly of the Commonwealth of Pennsylvania |
8 | hereby enacts as follows: |
9 | Section 1. Sections 4962(f) and 4979.1 of Title 75 of the | <-- |
10 | Pennsylvania Consolidated Statutes are amended to read: |
11 | Section 1. Section 1943(m) of Title 75 of the Pennsylvania |
12 | Consolidated Statutes is amended and the section is amended by |
13 | adding a subsection to read: |
14 | § 1943. Annual hauling permits. |

16 | (m) Bulk refined oil.--The annual fee for movement of bulk |
17 | refined oil, as provided for in section 4979.1 (relating to |
18 | permit for movement of bulk refined oil), shall be [$800.]: |

1 | (1) $800 for a distance up to 50 miles. |
2 | (2) $1,600 for a distance of more than 50 miles up to |
3 | 125 miles. |

5 | (q.1) Nonhazardous liquid glue.--The annual fee for the |
6 | movement of nonhazardous liquid glue, as provided for in section |
7 | 4979.5 (relating to permit for movement of nonhazardous liquid |
8 | glue), shall be $800. |

10 | Section 2. Sections 4962(f) and 4979.1 of Title 75 are |
11 | amended to read: |
12 | § 4962. Conditions of permits and security for damages. |

14 | (f) When loads permitted.--Only vehicles and combinations |
15 | permitted under the following provisions shall be authorized to |
16 | carry or haul loads while operating under the permit: |
17 | Section 4961(a)(2), (3) and (6) (relating to authority to |
18 | issue permits). |
19 | Section 4965 (relating to single permits for multiple |
20 | highway crossings). |
21 | Section 4968 (relating to permit for movement during |
22 | course of manufacture). |
23 | Section 4974 (relating to permit for movement of |
24 | containerized cargo). |
25 | Section 4975 (relating to permit for movement of special |
26 | mobile equipment). |
27 | Section 4976 (relating to permit for movement of domestic |
28 | animal feed). |
29 | Section 4976.1 (relating to permit for movement of live |
30 | domestic animals). |

2 | structures). |
3 | Section 4978 (relating to permit for movement of building |
4 | structural components). |
5 | Section 4979 (relating to permit for movement of |
6 | particleboard or fiberboard used in the manufacture of ready- |

11 | coal and beneficial combustion ash). |
12 | Section 4979.3 (relating to permit for movement of float |
13 | glass or flat glass for use in construction and other end |
14 | uses). |
15 | Section 4979.4 (relating to permit for movement of self- |
16 | propelled cranes). |

20 | § 4979.1. Permit for movement of bulk refined oil. |
21 | An annual permit may be issued authorizing the movement on |
22 | specified highways of refined oil in bulk between a refinery and |
23 | a distribution facility which exceeds the maximum vehicle gross |
24 | weight specified in Subchapter C (relating to maximum weights of |
25 | vehicles). Permits issued under this section shall not exceed a |
26 | distance of [50] 125 miles. The weight of any vehicle permitted |
27 | under this section may not exceed 107,000 pounds overall gross |
28 | weight and shall have the following maximum axle weight limits |
29 | for all nonsteering axles: |
30 | Single axle | 21,000 pounds | | 1 | Tandem axles | 42,000 pounds | 2 | Tridem axles | 53,000 pounds | 3 | Quad axles | 63,000 pounds |

4 | No permit may be issued for this type of movement upon an |
5 | interstate highway. |
6 | Section 2 3. Title 75 is amended by adding a section to | <-- |
7 | read: |
8 | § 4979.5. Permit for movement of nonhazardous liquid glue. |
9 | An annual permit may be issued authorizing the movement on |
10 | specified highways of nonhazardous liquid glue in bulk between a |
11 | chemical plant and a particleboard or fiberboard manufacturing |
12 | facility which exceeds the maximum vehicle gross weight |
13 | specified in Subchapter C (relating to maximum weights of |
14 | vehicles). Permits issued under this section shall not exceed a |
15 | distance of 75 miles. The weight of any vehicle permitted under |
16 | this section may not exceed 105,000 pounds overall gross weight |
17 | and shall have the following maximum axle weight limits for all |
18 | nonsteering axles: |
19 | Single axle | 21,000 pounds | 20 | Tandem axles | 42,000 pounds | 21 | Tridem axles | 53,000 pounds | 22 | Quad axles | 63,000 pounds |

23 | No permit may be issued for this type of movement upon an |
24 | interstate highway. |
