AN ACT

Amending the act of January 10, 1968 (1967 P.L.925, No.417),

2

entitled "An act relating to officers and employes of the

3

General Assembly; fixing the number, qualifications,

4

compensation, mileage and duties of the officers and employes

5

of the Senate and of the House of Representatives; providing

6

for their election or appointment, term of office, or of

7

service, removal and manner of filling vacancies; fixing the

8

salary of the Director of the Legislative Reference Bureau;

9

providing for compilation of lists of employes," further

10

providing for the Bi-partisan Management Committee.

The General Assembly of the Commonwealth of Pennsylvania

12

hereby enacts as follows:

Section 1.  Section 21.2(b) of the act of January 10, 1968

14

(1967 P.L.925, No.417), referred to as the Legislative Officers

15

and Employes Law, amended July 12, 1981 (P.L.266, No.90), is

16

amended to read:

Section 21.2.  * * *

(b)  (1)  The committee [is authorized to] shall establish

19

the Office of Legislative Services of the House of

20

Representatives to be comprised of two units, the human

21

resources unit and the administrative services unit.

(2)  The human resources unit shall:

2

(i)  prepare and adopt rules and regulations for the

3

promulgation and administration of uniform personnel policies

4

and procedures, job classification and pay plans including

5

periodic increments for all House employes and officers as well

6

as other matters set forth in this section[. Such];

7

(ii)  administer all personnel requests for each member of

8

the House of Representatives for both Harrisburg and district

9

offices;

10

(iii)  establish and maintain an online database for the

11

posting of employment opportunities; and

12

(iv)  institute measures to ensure equality regarding

13

benefits and retirement packages offered to full-time employes

14

of the House of Representatives.

(3)  The administrative services unit shall:

16

(i)  provide general administrative services for the House of

17

Representatives, including, but not limited to, administering

18

and managing the House payroll system; and

19

(ii)  provide all administrative support for the district

20

offices, including, but not limited to, purchasing equipment and

21

furnishings, obtaining leased premises to function as district

22

offices, administering payments for leased premises functioning

23

as district offices, obtaining communications systems and

24

providing or arranging for technical support and related

25

matters.

(4)  The regulations under this section shall have the force

27

and effect of law in accordance with [its] their terms. Any

28

adopted regulation shall continue in force until such time as it

29

is amended, superseded or repealed by a subsequent regulation

30

adopted in accordance with this section.

Section 2.  This act shall take effect in 60 days.
