SENATE RESOLUTION

No. 45 Session of 2007


        INTRODUCED BY KITCHEN AND PIPPY, MARCH 5, 2007

        REFERRED TO URBAN AFFAIRS AND HOUSING, MARCH 5, 2007

                                  A RESOLUTION

     1  Urging the Congress of the United States to provide equitable
     2     funding to the United States Department of Housing and Urban
     3     Development for the operation of quality affordable housing.

     4     WHEREAS, Pennsylvania's public housing authorities are
     5  essential in the Commonwealth of Pennsylvania; and
     6     WHEREAS, Pennsylvania is home to 90 public housing
     7  authorities serving an estimated 245,819 residents of the
     8  Commonwealth of Pennsylvania; and
     9     WHEREAS, Pennsylvania's public housing authorities provide
    10  high-quality affordable housing to residents in the Commonwealth
    11  of Pennsylvania through the use of Federal resources and
    12  programs; and
    13     WHEREAS, Pennsylvania's public housing authorities have
    14  successfully assisted residents of the Commonwealth of
    15  Pennsylvania with Moving to Work programs and preapprenticeship
    16  training, resulting in greater self-sufficiency and a reduced
    17  burden on Commonwealth resources; and
    18     WHEREAS, Developments built by Pennsylvania's public housing

     1  authorities have in some instances increased the values of
     2  neighboring properties and communities in the Commonwealth of
     3  Pennsylvania by as much as 142%; and
     4     WHEREAS, New funding guidelines developed by the United
     5  States Department of Housing and Urban Development may result in
     6  reduced funding for the Commonwealth of Pennsylvania, its public
     7  housing authorities and the Pennsylvanians who rely on these
     8  services; and
     9     WHEREAS, Pennsylvania's public housing authorities are a
    10  major employer in the Commonwealth of Pennsylvania, and funding
    11  cuts from the United States Department of Housing and Urban
    12  Development may result in drastic layoffs and diminished
    13  services to the residents of public housing; therefore be it
    14     RESOLVED, That the Senate of the Commonwealth of Pennsylvania
    15  recognize the importance of the quality services, support and
    16  housing provided by Pennsylvania's public housing authorities
    17  and respectfully urge the Congress to provide equitable funding
    18  to the United States Department of Housing and Urban Development
    19  for the operation of quality affordable housing; and be it
    20  further
    21     RESOLVED, That copies of this resolution be transmitted to
    22  the presiding officers of each house of Congress and to each
    23  member of Congress from Pennsylvania.
