SENATE RESOLUTION

No. 40 Session of 2007


        INTRODUCED BY ERICKSON, TARTAGLIONE, RAFFERTY, WAUGH, COSTA,
           GREENLEAF, BOSCOLA, FONTANA, RHOADES, ORIE, C. WILLIAMS,
           WONDERLING, LAVALLE, KASUNIC, FERLO, BROWNE, LOGAN, O'PAKE,
           PIPPY, PILEGGI, McILHINNEY, DINNIMAN, ARMSTRONG AND BAKER,
           MARCH 5, 2007

        REFERRED TO PUBLIC HEALTH AND WELFARE, MARCH 5, 2007

                            A CONCURRENT RESOLUTION

     1  Urging the Pennsylvania Congressional Delegation to ensure that
     2     the Congress of the United States reauthorize the State
     3     Children's Health Insurance Program (SCHIP) as soon as
     4     practicable to secure Federal funding for Pennsylvania's
     5     Children's Health Insurance Program (CHIP); and urging the
     6     Governor to pursue CHIP expansion.

     7     WHEREAS, The health of our children is of paramount
     8  importance to families in the Commonwealth of Pennsylvania; and
     9     WHEREAS, Poor child health threatens the educational
    10  achievement and social and psychological well-being of the
    11  children of the Commonwealth of Pennsylvania; and
    12     WHEREAS, Protecting the health of our children is essential
    13  to the well-being of our youngest citizens and the quality of
    14  life in our State; and
    15     WHEREAS, CHIP is a valuable resource for preserving child
    16  wellness, preventing and treating childhood disease, improving
    17  health outcomes and reducing overall health costs; and
    18     WHEREAS, Federal funding for CHIP is indispensable to


     1  providing health benefits for children of modest means;
     2  therefore be it
     3     RESOLVED (the House of Representatives concurring), That the
     4  General Assembly of the Commonwealth of Pennsylvania urge the
     5  Pennsylvania Congressional Delegation to ensure that the
     6  Congress timely reauthorize SCHIP to secure Federal funding for
     7  CHIP; and be it further
     8     RESOLVED, That the General Assembly urge the Governor to use
     9  his best efforts to work with the Pennsylvania Congressional
    10  Delegation to ensure timely reauthorization of SCHIP; and be it
    11  further
    12     RESOLVED, That the General Assembly proclaim that all
    13  components of State government should work together with
    14  educators, health care providers, social workers and parents to
    15  ensure that all available public and private assistance for
    16  providing health benefits to uninsured children in the
    17  Commonwealth of Pennsylvania be used to the maximum extent
    18  possible; and be it further
    19     RESOLVED, That the General Assembly urge the Governor to use
    20  his best efforts to provide meaningful assistance to identify
    21  and enroll children who qualify for Medicaid or CHIP; and be it
    22  further
    23     RESOLVED, That copies of this resolution be transmitted to
    24  each member of the Pennsylvania Congressional Delegation and to
    25  the Governor.
