No. 39 Session of 2007


        INTRODUCED BY FONTANA, FERLO, COSTA, BOSCOLA, TARTAGLIONE,
           MUSTO, C. WILLIAMS, STOUT, KITCHEN, LAVALLE, HUGHES,
           DINNIMAN, FUMO, KASUNIC, LOGAN, MELLOW, O'PAKE, STACK,
           WASHINGTON, A. WILLIAMS AND WOZNIAK, MARCH 7, 2007

        REFERRED TO VETERANS AFFAIRS AND EMERGENCY PREPAREDNESS,
           MARCH 7, 2007

                                  A RESOLUTION

     1  Opposing military escalation in Iraq.

     2     WHEREAS, The United States fighting force valiantly carries
     3  out missions in Iraq under dire circumstances; and
     4     WHEREAS, More than 3,000 United States soldiers have died
     5  while serving our nation in support of Operation Iraqi Freedom;
     6  and
     7     WHEREAS, More than 47,000 United States nonmortal casualties
     8  have been reported; and
     9     WHEREAS, The President of the United States has proposed an
    10  escalation in the number of United States troops deployed to
    11  Iraq; and
    12     WHEREAS, Sustaining the proposed buildup of roughly 21,500
    13  more troops affects deployments of United States Army National
    14  Guard and Reserve units, including the Pennsylvania Army
    15  National Guard; and
    16     WHEREAS, Sustaining the proposed troop buildup requires

     1  additional defense spending; and
     2     WHEREAS, Defense spending, up 60% from the President's 2001
     3  budget, has led to cuts in critical block grants to states and
     4  cuts in domestic spending; and
     5     WHEREAS, The President's proposed budget for fiscal year 2008
     6  seeks defense spending which far exceeds congressionally
     7  authorized appropriations and supplemental appropriations; and
     8     WHEREAS, The Congress of the United States has a long
     9  tradition of limiting escalation or forcing redeployment;
    10  therefore be it
    11     RESOLVED, That the Senate of the Commonwealth of Pennsylvania
    12  oppose military escalation in Iraq; and be it further
    13     RESOLVED, That the Senate urge the President to obtain
    14  explicit congressional approval for strategic plans for the
    15  defense and reconstruction of Iraq; and be it further
    16     RESOLVED, That the Senate urge the Congress to pass
    17  legislation prohibiting the President from military escalation
    18  in Iraq without explicit congressional approval; and be it
    19  further
    20     RESOLVED, That copies of this resolution be transmitted to
    21  the President of the United States, to the presiding officers of
    22  each house of Congress and to the Pennsylvania Congressional
    23  Delegation.
